June 16, 2015
AMENDMENT 0004 3 MAY 6, 2019
1.0 SCOPE
1.1 This statement of work defines National Data Buoy Center’s (NDBC) requirements for the marine services to conduct maintenance of marine observing systems in the Atlantic Ocean, Caribbean Sea, Gulf of Mexico, and the Pacific Ocean. Network descriptions, physical characteristics and representative examples of the types of buoy systems currently operated by NDBC are contained in Attachment 1. If the vessel is required to support service on any other types of buoy systems, the requirements will not exceed those in this Statement of Work.
1.2 The contractor must furnish the vessel, crew, material, equipment, services, and facilities, as described in this Statement of Work, to permit government field service personnel to perform the buoy maintenance specified in each Request for Quote (RFQ). Vessels must be able to lift the buoy onto the deck, secure the mooring to the deck, hold position over the mooring while the buoy is being serviced or exchanged, and deploy the buoy back in the water. The vessel must also be able to retrieve entire moorings that are freed from their anchors by acoustic releases or pressure-activated line cutters.
1.3 The Regional Class vessel is primarily intended to support maintenance of Weather and Ocean Platform (WxOP) buoys and support engineering evaluation and test projects within the Exclusive Economic Zone (EEZ) of the continental United States, Alaska, and Hawaii. When operating near an adrift buoy, the vessel may be called upon to retrieve and bring aboard either of the two types of buoys described in Attachment 1, along with its mooring remnants.
1.4 The Regional Class vessel normally stages from ports in the United States and its territories.
Therefore, the vessel must be able to transport the Government Furnished Equipment (GFE) specified in this SOW from one United States port to another United States port.
1.5 The Government will verify each vessel’s compliance with the requirements of this Statement of Work through documentation review and physical inspections. Each proposed vessel must meet these requirements to be awarded a Basic Ordering Agreement (BOA). The requirements in this SOW, which generally include inherent vessel characteristics, is a subset of the requirements that the contractor must meet to be awarded a contract. The remainder of the requirements (crew qualifications, certifications, contractor services, etc.) must be satisfied in order to be awarded a contract for the services specified in an RFQ.
1.6 The Verifications section of this Statement of Work defines which requirements must be met prior to award of a Basic Ordering Agreement in the Regional class.

DESCRIPTION OF NDBC BUOYS AND BUOY NETWORKS
Weather and Ocean Platform (WxOP) Network. NDBC currently has 110 Weather and Ocean moored buoys. The U.S. Coast Guard buoy tenders provide vessel support for servicing Weather Buoys within or near the boundaries of the U.S. Exclusive Economic Zone. Weather buoys are typically serviced every two years, and exchanged (refurbished) every three years.
Their moorings are typically inspected every two years and replaced every four to five years.
NDBC charters a Global Class Vessel each Spring to maintain the remaining 14 Weather Buoys located in the Bay of Campeche, Caribbean Sea, and South Atlantic. NDBC may charter a Global Class, Global Science Class, or Regional Class vessel to perform scheduled or discrepancy service on any WxOP buoy at any time, depending on available funding, urgency of the repair, and availability of a U.S. Coast Guard vessel. The following figure shows the geographic distribution of the WxOP network:
A complete and current listing of NDBC WxOP buoys can be found at:
http://www.ndbc.noaa.gov/wstat.shtml
WxOP Weights and Dimensions. While NDBC still operates and maintains a few large 10-meter and 12-meter discus and 6-meter NOMAD buoys, Global and Regional Class Vessels will only work with 3-meter diameter discus buoys. NDBC may use Global, Global Science, and Regional Class vessels to maintain other Weather buoy configurations in the future, but these configurations will not exceed the weight or size of a 3-meter discus buoy. The following figure depicts the configuration of a 3-meter discus buoy.
AMENDMENT 0004 13 MAY 6, 2019
WxOP Moorings. The 3-meter discus buoy uses three basic types of moorings, depending on the depth, currents, and bottom type: All-Chain, Semi-Taut, and Low-Load Compliant. All- Chain and Semi-Taut moorings are generally fully retrievable. They are brought up onto the deck of the servicing vessel for inspection every two years. The Low-Load Compliant mooring is not subject to the abrasive forces that the other two types experience and is generally not retrieved, but is inspected down to the top of the uppermost nylon section every two years. The following mooring diagrams are representative of these three mooring types:

AMENDMENT 0004 20 MAY 6, 2019
The DART Bottom Pressure Recorder (BPR) rests on the sea floor under the buoy. The following figure shows the BPR configuration. The lower table is the anchor. During recovery, the upper table with instruments is released from the anchor and is lifted up by a string of floats.
The BPR assembly is approximately 48 inches x 39 inches x 48 inches tall. With anchor, it weighs approximately 1,200 pounds. Some BPR’s are equipped with surface activated strobe lights for recovery at night.
DART Moorings. A DART mooring consists of an upper stainless steel chain assembly, swivel, 3/4 inch diameter fishbite-resistant Vectran line, 3/4 inch nylon rope, and a 6,000 pound double stack anchor. To ensure that buoy stays over the BPR, within the communications cone of the acoustic transducer, the mooring must be nearly vertical. DART moorings have a nominal scope of 0.97 (ratio of mooring length to water depth). The figure on the following page shows a typical DART mooring.

IMPORTANT NOTE REGARDING LIFTING NDBC BUOYS ONTO A VESSEL
The buoy weights and dimensions given in this Appendix are for clean buoys prior to deployment and do not include the weight of the attached mooring, weight of any water that may have leaked into the hull, and the weight of marine life that may have attached itself to the hull.
The actual load to be lifted from the sea surface onto the deck of the ship could be significantly more than the weight of the buoy itself. The vessel crane specifications take these additional loads into account.

The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights-
(1) Within a reasonable time after the defect was discovered or should have been discovered; and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.

The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.
(e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.
(f) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence such as, acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.
(g) Invoice.
(1) The Contractor shall submit an original invoice and three copies (or electronic invoice, if authorized) to the address designated in the contract to receive invoices. An invoice must include-
