About this opportunity

Marine Corps Systems Command seeks a comprehensive Mentor Program for its Human Capital Management organization, with quotations due August 31 at 3:00 PM Eastern. The procurement is a 100 percent Woman-Owned Small Business set-aside, foreclosing competition outside that pool.

Place of performance includes Marine Corps Base Quantico and Stafford, Virginia, with hybrid and virtual delivery via Microsoft Teams or Zoom for Government. The contract is firm-fixed-price covering a 12-month base year plus four one-year option years, with performance beginning November 1, 2026 and ending October 31, 2031. Target audience is 30-45 MARCORSYSCOM and Portfolio Acquisition Executive Marine Corps personnel annually per cohort, with six- to nine-month mentoring cycles.

Core deliverables include mentor-mentee matching facilitation, program orientation, initial mentor training (not exceeding two hours), midpoint and informal check-ins, three to four career development workshops, and program completion events. Optional services include stand-alone mentoring skills workshops (12 annually) and new supervisor mentoring options. The NAICS code is 611430, Professional and Management Development Training. Contractor personnel must complete T-1/NACI background investigations for Controlled Unclassified Information access at the contractor's expense and obtain temporary visitor passes; security clearances are not required. All participant data must reside exclusively on Continental United States servers and comply with NIST SP 800-171.

Technical responses are limited to 15 pages excluding price, past performance, and required matrices. Evaluation criteria address nine mentor program characteristics: matching methodology, curriculum and schedule, mentor support strategy, partnership troubleshooting, delivery options, key personnel qualifications (Program Coordinator and Lead Facilitators), program administration, add-on options, and Section 508 digital accessibility compliance. Past performance references from the prior three years demonstrating similar mentor program administration carry significant weight. The Quality Assurance Surveillance Plan requires sustaining 90 percent of mentoring matches throughout each program cycle and 100 percent completeness and accuracy of deliverables by deadline. Questions must be submitted by August 6 at 3:00 PM Eastern.
