About this file

This document is Attachment 3 to Request for Quotes (RFQ) M67854-27-Q-0500, containing evaluation matrices for a mentor program contract.

Matrix A requires quoters to identify the page numbers and sections of their quotations where they address nine specific mentor program characteristics: mentor and mentee matching procedures; curriculum and master schedule; program support mechanisms; partnership troubleshooting protocols; delivery options for programming; facilitator qualifications; program administration; add-on options; and digital compliance measures.

Matrix B addresses key personnel qualifications and requires quoters to define relevant experience standards for two roles—Program Coordinator and Lead Facilitator 1—without providing individual names or resumes. For each role, quoters must specify the definition of relevant experience, guaranteed minimum years of experience, required professional certifications and education, primary Performance Work Statement (PWS) responsibilities, and typical scope of past programs or training supported. Matrix B-2 requires quoters to identify their bench strength by reporting the number of W-2 employees currently employed meeting the standards, the number of 1099 contractors or partners under agreement meeting the standards, and the number of personnel needed to hire post-award to fulfill PWS requirements. The Government explicitly states it is evaluating the contractor's commitment to qualification standards of assigned personnel, not specific individuals.
