About this opportunity
Portfolio Acquisition Executive (PAE) Mission Systems, U.S. Marine Corps, is conducting market research through a Request for Information for Marine Corps e-Learning Ecosystem (MCeLE) Support Services, with responses due November 24, 2026. The RFI is not a solicitation and carries no commitment to award. No set-aside is used, and the RFI will determine whether the requirement is procured as a small business set-aside or under full and open competition, and whether existing Government contract vehicles can be used. The College of Distance and Education Training (CDET) seeks support services for administrative management and education of MCeLE components that support formal learning centers and unit training programs across the Marine Corps. MCeLE is a learning technology platform managed by Training and Education Command (TECOM) as part of its Total Learning Architecture. Program Manager Manpower Information Technology Systems Modernization (MITSM) at Naval Information Warfare Center, Webster Field, Maryland configures and manages the system, which is hosted on Amazon GovCloud and other services. A draft Performance Work Statement is available on request from the contracts personnel. Questions are due November 9, 2026. Statements of Capabilities must address similar-work experience, personnel qualifications and availability, facilities, business size status, teaming, applicable Labor Categories, draft PWS feedback, participation in vehicles such as NASA SEWP or Seaport, and CAGE Code and Unique Entity Identifier. Submissions are limited to 5MB and ten printed pages, readable in Microsoft Office 365 or Adobe Reader, and must be emailed to Todd Ingold (todd.ingold@usmc.mil) and Sarah Shelton (sarah.shelton.civ@usmc.mil) by 11:59 PM EST on November 24, 2026.
