About this file

This document is Attachment 3 to a Request for Quotes (RFQ M67854-27-Q-0500) containing evaluation matrices for a mentor program contract. The attachment functions as a template for quoters to complete during their proposal response.

Matrix A requires quoters to identify the page numbers and sections within their quotation where they address nine specific mentor program characteristics: mentor and mentee matching, curriculum and master schedule, mentor program support, partnership troubleshooting, delivery options, facilitator qualifications, program administration, add-on options, and digital compliance. Matrix B-1 establishes key personnel qualification requirements, requiring quoters to define what constitutes "relevant experience" for two roles—Program Coordinator and Lead Facilitator 1—and commit to minimum guaranteed standards for years of experience, professional certifications, education, primary PWS responsibilities, and typical scope of past programs supported. Matrix B-2 requests bench strength information, asking quoters to specify the number of W-2 employees currently employed meeting the qualification standards, the number of 1099 contractors/partners currently under agreement, and the number of personnel needed to hire post-award. The Government explicitly states it is evaluating the contractor's commitment to qualification standards, not specific individuals, and quoters are prohibited from providing names or resumes.
