About this file

This document is the Evaluation Procedures attachment for Request for Quotes (RFQ) M67854-27-Q-0500, establishing the criteria and methodology for evaluating vendor quotations for a mentor program.

Award will be made to the responsible offeror providing the best value to the Government, with price and other factors considered. The Government may award to a higher-priced offeror if determined to provide superior value. Quotations must clearly show total price inclusive of all charges, including travel, with training performed at specified locations; the Government will determine that quoted prices are fair and reasonable. Vendors must submit sufficient information to address all evaluation criteria. Evaluation focuses on nine Mentor Program Characteristics: (1) Mentor and Mentee Matching—the process for collecting and analyzing application information, including the application platform or secure electronic intake process, structured Matching Event format and methodology, and final match assignment methodology; (2) Mentor Program Curriculum & Master Schedule—curriculum and schedule maintaining participant engagement and satisfying program objectives throughout the program duration, including Program Orientation, Mentor Training, Mid-Point Check-In, Career Development Event options, and Program Completion/Celebration; (3) Mentor Program Support—proactive support strategy for sustaining effective mentoring partnerships and plan for distributing supplementary resources such as templates, partnership agreements, guides, microlearning, videos, and informal check-ins; (4) Mentor Partnership Troubleshooting—methodology for proactively monitoring partnership wellbeing and intervention process for resolving relationship challenges prior to reassignment consideration; (5) Delivery Options for Programming—options for virtual and hybrid delivery with methodology ensuring equitable experience for in-person and virtual attendees; (6) Key Personnel Qualifications—qualifications of Program Coordinator and Lead Facilitators in years of relevant experience, professional credentials, hybrid and virtual facilitation expertise, and prior experience delivering similar requirements; (7) Program Administration—quoted management of program logistics, events, participant communication, material distribution, and information security; (8) Program Add-on Options—available catalog or detailed descriptions of commercial-off-the-shelf supplemental mentoring skills workshops and new supervisor mentoring options with customization fees; and (9) Digital Compliance—description of how quoted platforms or digital materials comply with Section 508 digital accessibility standards and submission of any Terms and Conditions and End User License Agreements for proprietary or third-party platforms, with exemption for Zoom or Microsoft Teams. The Government will also evaluate up to three recent, relevant past performance references to determine whether past performance is favorable, unfavorable, or neutral; a favorable assessment carries more weight than a neutral assessment, and a lack of references or Government knowledge will result in neutral assessment.
