The scope encompasses logout and brushing operations across 13 trail segments totaling 28.9 miles, including 8 wilderness and 5 non-wilderness trail segments covering locations such as Table Mountain, Buckhorn Meadows, Lake Creek, Mud Lake, Meadowfork, Big Creek, and Snowshoe Creek. Contractors must provide all necessary personnel, equipment, materials, and services to perform deferred trail maintenance including clearing downed and leaning trees, brushing woody vegetation within 4 feet of trail centerline up to 10 feet high, and removing debris from trail beds while adhering to USFS standards and special specifications for whitebark pine protection. The contract will be evaluated based on relevant past performance and price reasonableness under Simplified Acquisition Procedures, with the government intending to award to the responsible quoter whose quote represents the best value. Electronic quotes are due by 10:00 PM Pacific Time on September 26, 2025, to Contracting Officer Jason Tanamor and Contract Specialist Kevin Flores, with the original solicitation posted on September 23, 2025.
This procurement is set aside exclusively for small business concerns under the Total Small Business designation, with no incumbent contractors identified in the documentation. The contract structure includes both Firm Fixed Price Contract Line Item Numbers and Time and Material CLINs, though specific award values or budget ranges are not disclosed in the available documents. The performance period extends from the date of award through September 30, 2027, providing contractors with a multi-year timeline to complete the trail maintenance requirements. Work must be performed in wilderness areas with strict limitations including prohibition of motorized equipment, requiring traditional hand tools like crosscut saws, and compliance with stock limitations of 18 head maximum to minimize environmental impact. The place of performance is specified as John Day, Oregon 97845, within the Malheur National Forest's wilderness and adjacent areas, where contractors must navigate challenging terrain while adhering to wilderness preservation guidelines and noxious weed prevention protocols.
