About this opportunity
The U.S. Embassy in Paris is soliciting proposals for comprehensive elevator maintenance services across multiple diplomatic locations in Paris, Boulogne, and Neuilly through solicitation 19FR6325R0008. The Department of State seeks a contractor to provide scheduled maintenance and emergency services for 21 elevators and dumb waiters located in various embassy buildings, including the Chancery, Ambassador's Residence, and other mission facilities. The contract will be structured as multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts covering one base year with two option years, requiring contractors to maintain elevators ranging from 1930s installations to modern 2015 equipment manufactured primarily by Otis. The government will award contracts based on the lowest acceptable offer and may make awards without discussions, emphasizing cost-effectiveness as the primary evaluation criterion. The original solicitation was released July 18, 2025, with the proposal deadline extended multiple times through amendments, ultimately setting the final due date as September 2, 2025, at 16:00 Paris time, with electronic submissions required to ParisContracting@state.gov.
This opportunity does not utilize any set-aside designations and is open to all qualified contractors who must be registered in the System for Award Management (SAM) database prior to submitting proposals. The estimated contract value ranges from a minimum of 500 EUR to a maximum of 170,000 EUR, covering both fixed-price scheduled maintenance and variable unscheduled repair services. The maintenance scope encompasses 21 distinct elevators with capacities ranging from 50 kg to 2,700 kg and speeds between 0.15 to 1.60 m/s, including passenger elevators, freight elevators, and dumb waiters across six different locations. The contract requires compliance with French elevator regulations and European safety standards (EN 81 series), with monthly inspections and emergency response capabilities. All work will be performed at various U.S. diplomatic properties throughout the Paris metropolitan area, with contractors required to maintain appropriate insurance and personnel security clearances for access to embassy facilities.
