About this opportunity
The Department of the Army Materiel Command Army Contracting Command is seeking a hybrid fixed-price and time-and-materials contract for maintenance and repair of doors, gates, and barriers across multiple U.S. Army facilities in Wiesbaden, Germany. The solicitation (W912CM25QA011) requires contractors to provide preventive maintenance and on-demand repairs for approximately 281 door and gate systems, including sectional doors, reel gates, sliding doors, wing doors, and barriers. Contractors must be registered in the System for Award Management (SAM), comply with German legal requirements, and possess necessary authorizations to work in Germany. Technical proposals will be evaluated on an acceptable/unacceptable basis across four elements: certification/qualifications, experience, subcontracting information, and supplier performance risk. A mandatory site visit is scheduled for May 12, 2025, at 10:00 CET, with proposal responses due by June 5, 2025, at 12:00 Noon Central European Time.
The contract is not set aside for any specific business category, despite an earlier notation about Women-Owned Small Business (WOSB) potential. The contract will cover a 12-month base period with two 12-month option periods, starting around July 9, 2025, with an estimated 750 labor hours in the base year and 500 hours in each option period. Performance locations include Amelia Earhart Center, Aukamm, Clay Kaserne Wiesbaden, Egelsbach, Hainerberg, Mainz Kastel Station, McCully Barracks, Rheinblick Golf Course, Schwabenwaeldchen, and Wiesbaden Small Arms. While specific budget ranges are not explicitly stated, the contract requires comprehensive maintenance services for door systems manufactured by companies like Hoermann, Geze, Dorma Kaba, and Magnetic Autocontrol GmbH, with equipment dating from 1985 to 2023. Contractors must provide certified personnel with specific qualifications, including engineers or technicians with at least three years of experience in door and gate maintenance and proficiency in German and English.
