About this opportunity
The U.S. Army Garrison (USAG) Wiesbaden, operating through the Regional Contracting Office, is soliciting a competitive, hybrid Firm-Fixed Price and Time & Material contract for the maintenance and repair of emergency alarm systems, including fire alarm, evacuation, sprinkler, and fire suppression systems across multiple facilities. The contractor must provide comprehensive preventive maintenance services (quarterly for fire alarm and evacuation systems, semi-annual for sprinkler and suppression systems), emergency on-demand repairs within eight hours, and routine repairs within 24 hours. Key qualifications include VDS certification per DIN EN 14675 with authorization for Esser systems, valid ISO 9001 certification, at least one Master Electrician (Elektrotechniker-Meister) certificate, and a minimum of three years of recent and relevant experience with at least EUR 450,000 in annual contract value over a 12-month period within the past five years. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis without discussions, considering technical qualifications and price as evaluation factors. The question submission deadline was April 21, 2026, at 4:00 PM Central European Time, with the final proposal submission deadline extended to May 5, 2026, at 10:00 AM Central European Time.
The solicitation (W912CM26QA016) does not utilize a small business set-aside; however, it is designated as a Women-Owned Small Business (WOSB) opportunity. The contract has an estimated minimum value of EUR 300 and a maximum ceiling of EUR 3,300,000 over the three-year ordering period, which may be adjusted upward if an offeror's realistic proposed costs exceed the initial estimate. The contract consists of one base year and two 12-month option years, with an anticipated performance start date of May 31, 2026, and a performance period extending through May 30, 2029. Services will be provided across two facility categories: OMA (Operations and Maintenance Activities) and AFH (Army Family Housing), encompassing maintenance of numerous fire protection system components documented in the government-provided inventory that includes over 130 fire alarm control panels, 4,675 smoke detectors, and extensive sprinkler and suppression system equipment. Performance will occur at USAG Wiesbaden, Germany (DoDAAC: W582RS) in the Hessen region, with contractor personnel required to comply with German safety regulations, NFPA standards, and all applicable German environmental and labor laws.
