About this opportunity

The Department of the Air Force Air Education and Training Command is seeking a contractor to provide video screen services for the Luke Air Force Base 2026 Air Show. The primary requirement is to supply and operate large-scale outdoor video display systems capable of displaying live and recorded video feeds to air show attendees in full daylight conditions. Key technical requirements include deploying at least two to three screens sized approximately 11 feet by 17 feet or larger with high-resolution visibility up to 300 feet, supporting multiple video source integrations, and providing on-site technical staff for continuous operations throughout the event. The contractor must deliver complete turnkey services including equipment delivery, setup by March 19 at 1700 hours, operation during show hours (March 20-22), and removal by March 23 at 1200 hours, with critical performance standards mandating 100 percent screen visibility, 98 percent operational uptime, and 100 percent on-time staffing coverage. Evaluation will be based on three factors: Technical Acceptability (scored 1-10 with a minimum score of 5), Past Performance using a Supplier Performance Risk System rating, and Price, with contract award going to the technically acceptable offeror with a Green or better rating and the lowest evaluated price. The revised proposal submission deadline is January 12, 2026 at 1500 EST, with quotes to be submitted via email to the contracting points of contact.

This solicitation is designated as a Total Small Business set-aside with an estimated contract value of $40,000,000. No incumbent contractor information is provided in the available documentation. The project will be performed at Luke Air Force Base, located at 14185 Falcon Street, Luke AFB, Arizona 85309, with service operations spanning from March 18-23, 2026, and anticipated attendance of 100,000 to 200,000 people. The contractor must provide power generation and cabling to screen locations, with particular emphasis on supporting the Thunderbirds performance scheduled daily from 1500 to 1630 hours. Vendors must submit a full capabilities statement to demonstrate technical acceptability of their proposed solution, and all wage and labor requirements specified in the Wage Determination (2015-5469 Rev. 28) for Maricopa and Pinal Counties must be met. The government notes that funds are not presently available for this effort and reserves the right to cancel the solicitation at any time without obligation to reimburse offerors for proposal development costs.
