Contractors must submit bids electronically through SAM.gov, with the solicitation (W50S8K25BA001) issued on December 3, 2024, and bids due by February 13, 2025 at 1:00 PM local time. The solicitation requires bidders to provide bid bonds, complete representations and certifications, and acknowledge all amendments. Evaluation will focus on lowest price technically acceptable, with careful consideration of contractors' ability to meet specific construction and subcontracting requirements.

The performance period was extended to 260 calendar days after Notice to Proceed, with work required to begin within 14 days of contract award. Contractors must comply with strict subcontracting limitations, ensuring no more than 85% of the contract value (excluding materials) is subcontracted to non-similarly situated entities. The project requires compliance with Davis-Bacon wage rates, performance and payment bonds, and adherence to specific security protocols for accessing Jefferson Barracks Air National Guard Station. The location of performance is 52 Kearney Street in St. Louis, Missouri 63125, with the work involving site preparation, foundation work, building construction, and associated utilities and site improvements.
