18-Dec-24LTUY192004 Construct BCE Storage Shed2Specification Section 01 45 00 Part 1.4.1.1 states that the QC Manager can perform the duties of the Safety Officer. We are unable to find any information as to whether or not the superintendent can perform multiple duties. In the preconstruction/site visit meeting it was alluded that one person could fulfill all on-site full time duties. Please clarify if it will be acceptable for the Superintendent to fulfill the duties of the QC Manager and Site Safety Officer if they meet the qualifications?This is acceptable for the superintendent to perform QC manager and safety officer roles.

18-Dec-24LTUY192004 Construct BCE Storage Shed6The Solicitation States that there is a goal of 14.7% Minority and 6.9% Women Owned Businesses. Do Missouri M/WBE Certificates work or are WOSB certs required?The goals stated in provision FAR 52.222-23 are expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area. The contract is set-aside for Small Businesses and is not further set-aside for any specific socioeconomic concerns (e.g., WOSB).

Per clause FAR 52.222-27, covered area "means the geographical area described in the solicitation for this contract."

Because the goals are for members of the workforce and not at a business level (i.e., utilizing a M/WBE or SBA certified WOSB as a subcontractor), certificates are not required.

Please confirm that this foundation is to be removed in the demolition process? Also, please provide any information that is known about the construction of these existing foundations.Yes, include this foundation removal in the demolition process. There was a temporary wooden structure that once existed in that location.
19-Dec-24LTUY192004 Construct BCE Storage Shed8The geotechnical report provided states that the existing fill material under the building should be removed and replaced with low volume change material. Due to the limited boring information within the building footprint, especially near the hill on the east side of the proposed building, would the government consider providing direction on depth of existing fill removal and then any change in depth be treated as an unforeseen condition and be treated as a change to the contract so that all bidders are bidding the same scope of work?Include 3 feet of over-excavation and replacement with engineered fill in base bid. Any quantity over this amount will be treated as a differing site condition. A unit price per cubic yard of additional over-excavation and replacement with engineered fill will be added to the bid schedule via amendment.
19-Dec-24LTUY192004 Construct BCE Storage Shed9The geotechnical report provided states that drain tile should be installed at the retaining wall. We are unable to find any requirements for drain tile on the civil drawings. Please clarify if drain tile is required at the retaining wall and if so, where it should daylight?The retaining wall was designed to resist hydrostatic pressure without a drainage system, so no wall foundation drainage system is required. Further, all of the contributing drainage area (between the wall and building) is paved with concrete so there will be very minimal water that will collect behind the wall.

Permits are not required on base. Construction must be accomplished in accordance with the codes referenced in the specifications.

Drawing CG101 seems to show top of footing/bottom of wall in some locations at grade level. Please clarify.Consider SB502 A9 the governing design detail. Footing should not be above grade.
31-Dec-24LTUY192004 Construct BCE Storage Shed13The metal roof panels (section 133419-08) call the roof panels vertical ribs which is (ALOK-16) but the panel coverage is 24 inches in (section 133419-19) which is (SS-24), which one is correct?This question is referencing part numbers for Alliance Steel Building Systems. The Government's specifications are not written for any particular manufacturer. The intent of paragraph 1.4.7 on page of the spec goes not govern panel width. It just provides direction that the expectation is to provide a "standard" panel (vs. a custom one). Provide a 24 inch panel per 2.4.1 of the spec.
31-Dec-24LTUY192004 Construct BCE Storage Shed14Please specify the color for the liner panel?, and is the roof has liner panel as well?Please provide color option with submittal. Government prefers light gray or white.

No roof liner panel required. Standard PEMB faced roof insulation system to be provided in accordance with the specification. Note - If a faced insulation isn't used, some sort of poly sheet on the bottoms of the roof would be needed to hold the insulation in place. Intent is to let contractors use their normal processes to install the insulation in the roof.

3-Jan-25LTUY192004 Construct BCE Storage Shed15Drawing CS101 keynote 7, and C-502 D13 is for the installation of a new yard hydrant and shutoff valve from the existing water main. Please provide size and material type for the existing main.Size and material of water main is not known. Water main was replaced in early '90s and therefore it would likely be cast iron and be less than 8 inch diameter. However, government does not guarantee the material and size are actual.
3-Jan-25LTUY192004 Construct BCE Storage Shed16Spec section 033000, paragraph 3.10.4 states that “… joints which are to receive finish flooring material must be sealed with joint sealing compound…” but does not address joints not receiving finish flooring. Please advise whether the joints in the storage shed SOG require joint sealant.Yes, they require joint sealant. Refer to 07 92 00 for floor joint sealant requirements.

There are approximately 4 weeks required for generating and submitting shop drawings and a 12-week timeframe for delivery after approval of submittals. We are requesting that the Period of Performance be increased to 260 days to accommodate delivery of the PEMB.The performance period was increased to 260 calendar days after NTP in Amendment 0001.

Electrical line shall go from utility meter underground to utility pole. Communication lines from the manhole to the building shall be underground. The distance from the yard hydrant to the main line is also underground piping.

Extensions will be provided for delays that arise from unforeseeable causes beyond the control and without the fault or negligence of the contractor.

The time for completion was extended from 180 days to 260 days after notice to proceed in Amendment 0001. If this time is not realistic based on current market conditions for labor, material, or equipment, please submit a bid inquiry to request an extension with supporting information.

This Solicitation is set-aside 100% for Small Businesses.

Does this mean that you need to have SBA status in order to bid? The definition of a small business concern is within FAR provision 52.219-1(a) referenced in the solicitation. SBA certification is not required for this solicitation because it is a total small business set-aside under FAR subpart 19.5.
