Constmct pre-engineered building (PEB) at Jefferson Barracks Air National Guard Station, to be used for facility maintenance material storage.

Demonstrate, in Detail, Why This Specific Item or Service, is the Only One That Meets Y Olll' Requirements The exterior finish schedule on constmction drawing AE201 (PDF page 20) specify use of brand name or equal colors for downspouts/gutters, fascia, overhead doors, and roofing. Sherwin Williams Black Forest Green or equal is specified for the downspouts/gutters and fascia, and Sherwin Williams Extra White or equal is specified for the overhead doors. The schedule specifies that the metal roofs color should match the gray color of GAF-Elk Slatline asphalt shingles, English Gray color. These brand name or equal colors are used as the basis of design because they are the approved installation standard for these building components in the historic district by the Missouri State Historical Preservation Office (SHPO). These are incorporated into the design documents to ensure potential contractors are aware of the color limitations and provide a reference point so that they can closely match the installation standard when selecting a PEB supplier because colors will require SHPO approval. The schedule notes that it is not the Govemment's intent to require custom colors for this PEB and that it is only the intent to match these or equal colors because as prefmished PEB components, they will not be painted on site like the metal/wood components on other installation buildings that utilize Sherwin Williams paint.

Note: The estiniated total value for this J&A reflects the total estimate for all PEB niaterials based on quotes from the A-E's Type A-2 Design Submittal Report, which also includes the frame, wall panels, and other components without any brand name or equal restrictions because the quotes were not itemized. The- listed on the A-E prepared estimate in PCF A.02 includes all PEB material and labor.
