The Department of the Interior National Park Service Northeast Region seeks a general contractor to replace Cooling Tower #1, one condenser pump, and two circulatory pumps at Lowell National Historical Park in Lowell, Massachusetts, with proposals due June 10, 2026. The procurement is a Total Small Business set-aside with a firm fixed price contract.

Place of performance is Lowell, Massachusetts. The estimated project value ranges between $250,000 and $500,000. The period of performance runs from October 15, 2026, through September 30, 2027. The contractor must begin work within 10 calendar days of receiving notice to proceed and complete all work within 350 calendar days. All work is subject to Davis-Bacon labor standards and must comply with Buy American provisions for construction materials.

The scope includes removal and replacement of the existing rooftop cooling tower via crane, replacement of one 384 gpm 90-foot head condenser pump and one 500 gpm 70-foot head circulatory pump in the basement mechanical room with variable frequency drives, replacement of control valves and ball valves, approximately 16 linear feet of piping, vibration springs with concrete pad mounting, and programming to the Trane Building Management System. Option #1 provides for replacement of one additional circulatory pump in an adjacent building. Work must be performed during normal business hours (7:30 a.m. to 4:00 p.m., Monday through Friday) at Boott Cotton Mill #6, a government-occupied building. A mandatory pre-construction site visit was held May 6, 2026.

Proposals must be submitted in two volumes: Volume I addressing technical approach, project experience, and OSHA 30 training requirements for subcontractors, and Volume II containing pricing, Standard Form 1442, representations and certifications, and bid bond. Performance and payment bonds are required within 10 calendar days of award. Evaluation uses a best value tradeoff approach with non-price factors (technical approach, project experience, training) weighted equally and collectively equal to price. Amendment 0002, effective May 27, 2026, posted Requests for Information 1–9 clarifying equipment specifications and did not extend the proposal deadline. Contractors must acknowledge receipt of amendments prior to submission.
