About this file
This is a Request for Information (RFI) document for a federal construction project at Lowell National Historical Park involving the replacement of mechanical equipment at Boott Cotton Mill #6.
The project scope includes replacing Cooling Tower #1, a condenser, circulator pumps, and valves. The RFI addresses nine clarification questions regarding equipment specifications and scope boundaries. Key equipment specifications identified include: Pump #5 (Condenser Pump) at 500 GPM with 70-foot head; Pump #1 (Chilled Water Circulator Pump) at 384 GPM with 90-foot head; and Option 1 offering Pump #6 (labeled #4 in field) at 408 GPM with 140-foot head. The document clarifies that manual isolation valves total 2 per pump as indicated on Sheet H17, and confirms there are no automatic control valves or motorized valves isolating the pumps. The project utilizes a Replace-in-Kind approach for the cooling tower (specified as Baltimore Aircoil Company model VTL-171-L or preapproved equal), pumps, valves, piping, and VFDs, with approved equal substitutions permitted upon Contracting Officer preapproval. Equipment and piping sizes must match existing installations, and electrical requirements must be compatible with existing systems. The document includes photographs of existing equipment nameplates and mechanical room installations to support bidders' understanding of current conditions.
