About this opportunity

The Naval Air Systems Command (NAVAIR), under the Naval Surface Warfare Center Corona Division, is soliciting proposals for the procurement of Low Pressure Calibrators (LPC) and associated services to replace obsolete hook gage standards used in Navy calibration laboratories. The solicitation is for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract structured as a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Circular FAC 2025-06. Offerors must meet strict technical specifications outlined in Calibration Standards Specification (CSS) FY21-CP-0005, including pressure range capability of -60 to +60 inches of water, accuracy of 0.009% of indicated value, stability of 0.005% or less, and field-repairable vacuum pump capability achieving 15 microns or lower. Award will be made to the lowest price technically acceptable (LPTA) offeror whose proposal conforms to all requirements, with technical and past performance evaluated on acceptable/unacceptable ratings. The proposal deadline is February 26, 2026, and offerors must be registered in the System for Award Management (SAM); all responsible sources may submit proposals, which must be submitted electronically in PDF or MS Word format. The solicitation has been amended twice, most recently on February 19, 2026, to extend the response deadline and to update cybersecurity requirements and contract data requirements lists.

This procurement includes no small business set-aside designation and carries no identified incumbent contractor. The contract covers the procurement of up to seven low pressure calibrators with a three-year ordering period, with the government establishing a minimum order of two units and maximum of seven units per delivery order, applying a 90-day lead time for physical item deliveries. Offerors must provide firm fixed-price unit pricing for all four contract line items: the calibrators themselves, training consisting of one one-day session for up to ten people at Fleet Readiness Center Cherry Point Calibration Lab in North Carolina, and contract data requirements including technical manuals, calibration certificates, instrument calibration procedures, software/firmware descriptions, and spare parts lists. The place of performance is identified as Norco, California 92860, where the Naval Surface Warfare Center Corona Division is located, though training delivery will occur at Fleet Readiness Center Cherry Point in North Carolina. All proposals must include small business subcontracting plans and satisfy cybersecurity maturity model certification (CMMC) Level 1 requirements, with proposal validity required for 180 days.
