About this file

This is a solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for low pressure calibrators and associated services. The Naval Air Systems Command (NAVAIR) seeks to procure up to seven low pressure calibrators to replace obsolete hook gage standards used in Navy calibration laboratories. The calibrators must meet specifications outlined in Calibration Standards Specification (CSS) FY21-CP-0005 (October 2022), with a required pressure range of -60 to +60 inches of water. The contract includes a three-year ordering period with a government minimum order of two units and maximum of seven units per delivery order. Offerors must provide unit pricing for all four contract line items: the calibrators themselves (CLIN 0001-0002), training (CLIN 0003), and contract data requirements lists (CLIN 0004). A 90-day lead time applies to delivery of physical items. The procurement is structured as a firm fixed-price contract with all pricing arrangements at the unit level.

Deliverables include technical manuals, calibration certificates, instrument calibration procedures, software/firmware version descriptions, spare parts lists, and training syllabi. Training must consist of one one-day session for up to ten people at Fleet Readiness Center Cherry Point Calibration Lab in North Carolina. All items require unique serial numbers and DoD unique identification marking per DFARS 252.211-7003. Award will be made on a lowest price technically acceptable (LPTA) basis, with technical and past performance evaluated on acceptable/unacceptable ratings. The Procuring Contracting Officer is Marcella G. Webber (Naval Surface Warfare Center, Corona Division); proposals must be submitted via email to Robert Soto and be valid for 180 days. A subcontracting plan is required, and all proposals must be unclassified. The solicitation incorporates extensive FAR and DFARS clauses including cybersecurity maturity model certification requirements, small business representations, and various compliance certifications.

Section C - Description/Specifications/Statement of Work

1. INTRODUCTION

The Naval Air Systems Command (NAVAIR) Metrology and Calibration Program has a requirement to procure low pressure calibrators. The low pressure calibrators are required to replace the current low-pressure hook gage standards used by NAVAIR, which are obsolete and have lost functionality due to aging components.

2. BACKGROUND

The low pressure calibrators are used to calibrate the pressure gauges and other low-pressure equipment in the United States Navy's inventory. The low pressure calibrators require a pressure range from -60 inches of water (inH2O) to 60 inH2O in accordance with Calibration Standards Specifications (CSS) FY21-CP-0005, October 2022. The low pressure calibrator is a critical calibration standard necessary to support the pressure standards workload of operational-level calibration laboratories.

3. SCOPE

The scope of this effort is to procure up to seven (7) low pressure calibrators with associated training in accordance with CSS FY21-CP-0005, October 2022. The acquisition strategy is to procure this requirement through a three (3) year ordering period Indefinite Delivery/Indefinite Quantity (IDIQ), Firm Fixed-Price (FFP) contract.

4. APPLICABLE DOCUMENTS

The contractor is required to adhere to all applicable standards and guidelines specified in the contract. In the absence of named standards, Department of the Navy (DON) standards, applicable Federal Information Processing Standards (FIPS), and broadly accepted professional standards shall prevail as related to the associated industries within the tasks identified.
