About this file

This is a Questions and Answers document for solicitation N6426726R1030, a Navy procurement for Low Pressure Calibrators (LPC). The document addresses technical clarifications regarding the equipment specifications, operational requirements, and contract deliverables.

Key technical clarifications include: Class 4 equipment must operate in natural building environments and survive transportation conditions while packed; external pressure and vacuum sources are acceptable, with the government providing the pressure source; the 15-micron vacuum requirement ensures stability at lower pressure setpoints; and the LPC must control bi-directional pressure from -60 to 60 inches of water without requiring self-generation capability. Additional clarifications confirm that COTS benchtop controllers do not require permanent ruggedized enclosure mounting during normal operations; dust exposure requirements apply to the outer LPC case sealing to protect internal electronics; the pressure accuracy requirement is based on indicated value, not full-scale; and pressure connections may use adapters to achieve 1/4 F-NPT specifications. Regarding deliverables, training (CLIN 0003) will be provided to trainees already familiar with calibration procedures and may be integrated into standard operator manuals; the Instrument Calibration Procedure can be incorporated into existing commercial manuals; and CLIN 0003 delivery is tied to the first order delivery of CLIN 0001. A typographical error in the CDRL reference was corrected via Amendment 0001.

Questions and Answers CSS 1.2 – Usage.

Question: Section 1.3.a calls out Class 4 equipment designed for controlled and protected environmental conditions. What is meant by natural environments?

Answer: Section 1.2 "natural environment" simply means the real-world conditions inside a building. The specific environment for the LPC is stated in 1.3.a as Class 4.

Question: Is the reference to "operational conditions aboard land, sea and air vehicles, both military and commercial during periods of operation, transportation and storage." referring to transportation/non-operation conditions? If not, are all of these operation conditions meet Class 4 environment?

Answer: Class 4 device must be durable enough to survive the journey (while packed away) so that it can then be used reliably once it arrives at a suitable, protected workspace.

CSS 3.1.1 – Pressure requirement.

Question: If the vacuum source will be integrated in the controller, will a clean and dry air or N2 be available for positive supply pressure (e.g. shop air, bottle/tank) to the controller?

Answer: Yes

CSS 3.1.2 - Accuracy requirement.

Question: Is this accuracy requirement correct? Should this be based on full scale value instead of indicate value?

Answer: No, the accuracy requirement is correct.

CSS 3.3.6 - Pressure connections.

Question: Can the pressure connection use an adapter to change from a native connection to the desired 1/4 F-NPT?

Answer: Yes

CSS 3.5.2.3 - Chassis fasteners.

Question: If a COTS benchtop controller is proposed, please confirm that this does not need to be mounted into any other permanent/ruggedize enclosure during normal operation.

Answer: Correct, it does not need to be mounted into any other permanent/ruggedized enclosure during normal operations.

CSS 3.8.4 - Dust exposure.

Question: Please confirm that the dust exposure requirement is only for the equipment when inside the proposed transit case.

Answer: No, the dust exposure means that the outer case of the LPC must be sealed well enough to keep dust away from the sensitive electronics inside (the "LPC").

SOW 5.2.1 - Training.

Question: What is the skill set of the trainee? Will they be familiar with general calibration procedures and methodologies?

Answer: The trainees are very familiar with general calibration procedures and methodologies.

SOW 5.3.3 - Instrument Calibration Procedure (ICP).

Question: Can the calibration procedure be integrated into the Operator Manual as provided in [contractor’s] standard commercial manuals?

Answer: Yes.

CSS 3.1.1 – Pressure requirement.

Question: The verbiage reads “LPC shall be able to generate and control pressure bi-directionally from -60 to 60” H2O……”.

Please confirm if the LPC can use external pressure and vacuum sources or if the LPC must self-generate the pressure over the entire range. [Company’s product] only controls pressure it does not generate pressure or vacuum. It is important to know if our product can be an acceptable solution. If an external source is acceptable, will the calibration lab provide the pressure source?

Answer: Yes, external pressure and vacuum source are used. The lab will provide the pressure source.

CSS 3.1.1 – Pressure requirement.

Question: With a pressure range for the application being -60 to 60” H20, where does the need for 15 micron come from? It would appear that as long as the vacuum source enables the LPC to set pressure as low as -60” water there would be no need for a vacuum source of 15 micron – please explain.

Answer: External vacuum source of 15 microns or lower requirement is for maintaining stability of ±0.005% of setpoint at lower set pressure values.

Question: Can the vacuum source required to set negative pressures be external to the LPC or must it be internal? It is not clear from the description.

Answer: Yes the vacuum source can be external.

Question: What is the pressure range you are looking for?

Answer: See CSS Paragraph 3.1.1

For CLIN 0003 Training Question: CDRL A006, Block 16. Remarks, Block 8. References CDRL A005 and should be A006. Please confirm this is an error and should be changed.

Response: Confirmed to be a typographical error and has been corrected with Amendment 0001.

Question: Upon award, what is the expected delivery of CLIN 0003 ? While CLIN 0003 is expected to be delivered prior to IOC, is CLIN 0003 standalone event, or will it be tied to the delivery of the first order of CLIN 0001?

Answer: CLIN 0003 is tied to the delivery of the first order.
