About this opportunity

The Army Contracting Command - Rock Island, Illinois is seeking a Basic Ordering Agreement (BOA) for Low Level Radioactive Waste (LLRW) management services under the Department of Defense Radioactive Waste Program. The procurement encompasses six distinct tiers of work including basic waste shipping, low-level mixed waste handling, decommissioning support, site disposal operations, technical radiation protection, and emergent response services. Contractors must employ qualified waste shippers, hold federal or state radioactive material licenses, and demonstrate expertise in handling, transporting, and managing radioactive materials with proper certifications including HAZMAT Class 7 Transportation Training and HAZWOPER certification. The government is currently soliciting feedback from potential vendors through August 11, 2025, to identify areas of improvement in the Performance Work Statement and cost savings opportunities. The target award date is October 1, 2025, with evaluation conducted on a comparative basis focusing on technical qualifications and operational efficiency.

This opportunity is designated as a Competitive 8(a) set-aside, specifically targeting Small Business Administration-certified 8(a) contractors. The government has provided extensive documentation including cost proposal templates, qualification matrices, contractor questionnaires, and various addenda detailing labor qualifications ranging from basic Broker (Waste Shipper) to Senior Broker (Advanced Waste Shipper) levels. While specific contract values are not disclosed in the pre-solicitation notice, the comprehensive nature of the BOA suggests significant ongoing waste management requirements across multiple Department of Defense facilities. Contractors can submit qualifications for technical approval annually between November 1-30, and all task orders under the BOA will be structured as firm-fixed price arrangements. The procurement covers multiple federal agencies including the Defense Logistics Agency, U.S. Army Corps of Engineers, Naval Sea Systems Command, Air Force Radiation Safety Branch, and Defense Health Agency, indicating a substantial multi-agency radioactive waste management initiative.
