About this file

This document is an Addendum detailing labor qualifications for a Low Level Radioactive Waste (LLRW) Basic Order Agreement (BOA) solicited by Army Contracting Command - Rock Island, Illinois. The addendum specifies two levels of broker qualifications: Broker (Waste Shipper) and Senior Broker (Advanced Waste Shipper), each requiring specific certifications, training, and experience in radioactive material transportation. Requirements include HAZMAT Class 7 Transportation Training, HAZWOPER certification, proven waste brokering experience, multiple radioactive material shipments, and either a Federal Nuclear Regulatory Commission License or an Agreement State License.

The solicitation targets a BOA award date of October 1, 2025, and is currently in the pre-solicitation phase seeking vendor feedback on the Performance Work Statement. The document provides detailed qualification criteria for potential offerors, including specific provisions for joint ventures, mentor-protege arrangements, and Native corporation participation. Vendors must demonstrate comprehensive expertise in handling, transporting, and managing low-level radioactive waste, with varying levels of qualification based on their shipment history and technical capabilities.
