About this opportunity
Army Contracting Command – Rock Island intends to solicit a Basic Ordering Agreement for low-level radioactive waste identification, removal, remediation, processing, and disposal, with proposal qualification documentation due by June 20, 2026 and intended award by October 1, 2026. This is a competitive 8(a) set-aside.
Place of performance is project-specific for each task order. The ordering period is five years with no total duration exceeding five years.
Contractors must hold a valid NRC or Agreement State radioactive materials license and have access to trained waste brokers meeting minimum experience requirements (three years for basic brokers, five years for senior brokers). The PWS establishes six tiered service categories from basic packing and shipping of licensed radioactive materials (Tier 1) through emergency response operations (Tier 6), with intermediate tiers covering low-level mixed waste, decommissioning support, and site disposal operations. All task orders are firm-fixed-price with non-severable requirements once waste materials ship under manifest. Contractors must demonstrate decommissioning support experience through a Final Status Survey Plan or Report and prior site disposal operations experience through a Statement of Qualifications. Qualified contractors must achieve annual technical approval; evaluation criteria include scheduling work within 28 days of award, invoice accuracy exceeding 85 percent, and on-time report and deliverable submission. Offerors must register both NAICS 562910 (Environmental Remediation Services) and 562211 (Hazardous Waste Treatment and Disposal) in SAM.gov. Questions are due June 1, 2026. The Government reserves the right to amend the solicitation to a Small Business set-aside if legislative or regulatory changes impact the 8(a) set-aside viability. The Government will use AI tools to analyze proposals but reserves all final evaluation judgments, ratings, and source selection decisions exclusively for Government personnel.
