About this opportunity
The Department of Agriculture Forest Service seeks timber stand improvement services across approximately 1,575 acres in the Ocala National Forest, with proposals due October 26, 2026. This is a total small business set-aside, firm fixed-price contract with one expected award.
Place of performance is Silver Springs, Florida, spanning Lake, Putnam, and Marion Counties across 38 compartments. Work runs November 9, 2026 through April 8, 2027. The contractor must cut small oaks and sand pines designated for removal in longleaf pine plantations while retaining all longleaf pines and protecting flagged trees; negligent cutting of protected trees incurs a $5 penalty per tree. All designated trees must be severed at the base with stumps not exceeding 3 inches in height. The contractor supplies all labor, equipment, tools, transportation, and supervision and must treat approximately 15 acres per day. A competent, nonworking, English-speaking supervisor is required for each crew. All personnel must wear OSHA-compliant personal protective equipment including chainsaws or brush cutters, eye protection, gloves, chaps, hearing protection, long pants, non-skid boots, and first aid kits.
Payment is unit-based: actual acres completed and accepted multiplied by the contract unit price per acre, with acreage determined using GPS. Service Contract Labor Standards apply; the prevailing wage for Forestry Technician is $33.65 base plus $14.13 fringe benefits. Evaluation prioritizes technical approach (proposed timeline, equipment, methods), price reasonableness and balance, and past experience relevance. Award does not necessarily go to the lowest-priced offeror. Questions are due October 19, 2026 at 11:59 PM Eastern Time to Laniece Nixon (laniece.nixon@usda.gov). Prices must remain firm for 90 calendar days from the offer due date.
