Statement of Work Summary: Longleaf Timber Stand Improvement

This is a Statement of Work (SOW) for timber stand improvement services in the Ocala National Forest, covering approximately 1,575 acres across Lake, Putnam, and Marion Counties in Florida, with optional expansion up to 250 additional acres. The contractor must provide all labor, equipment, tools, transportation, and supervision to cut small oaks and sand pines in recently planted longleaf pine plantations using brush cutters, chainsaws, or other approved tools. No government-furnished equipment or materials are provided. The work spans 31 identified forest compartments/stands ranging from 8 to 152 acres each, with both sand pine and oaks designated for cutting in all areas.

Technical specifications require the contractor to completely sever designated trees at the base with stump heights not exceeding 3 inches, retain all longleaf pines, cut all sand pines and oaks smaller than 3 inches diameter at breast height (dbh), and leave oaks uncut if not within 20 feet of pines. The contractor must designate a non-working, English-speaking supervisor for each crew and provide sufficient staff and equipment to treat approximately 15 acres per day. All crew members must use OSHA-required personal protective equipment including chainsaws/brush cutters, eye protection, gloves, chaps, hearing protection, long pants, and non-skid boots, and carry first aid kits. The contractor must minimize soil disturbance, avoid unnecessary erosion, protect existing trails and roads by keeping them free of slash and debris, and complete corrective work before proceeding to the next area. Measurement is based on GPS-determined acreage, with payment calculated as actual acres completed and accepted multiplied by the contract unit price. Negligent cutting of protected trees incurs a $5 penalty per tree.
