About this file
This is a Performance Work Statement (PWS) for Timber Stand Improvement (TSI) work in the Ocala National Forest. The contractor shall cut small oaks and sand pines in longleaf pine plantations across approximately 1,575 acres located in Lake, Putnam, and Marion Counties, Florida. Work must be completed between November 9, 2026, and April 8, 2027. The contractor is responsible for providing all labor, equipment, tools, transportation, and supervision at no government cost.
Technical specifications require complete severance of all designated trees at the base with stumps not exceeding 3 inches in height. All longleaf pines must be retained; all sand pine and oak trees less than 5 inches diameter at breast height (dbh) must be cut; and large oaks and flagged trees must not be cut. Negligent cutting of protected trees incurs a $5 penalty per tree. The contractor must provide sufficient staff and equipment to treat approximately 15 acres per day and designate a competent, non-working, English-speaking supervisor for each crew. All crew members require OSHA-compliant personal protective equipment including chainsaws or brush cutters, eye protection, gloves, chaps, hearing protection, long pants, non-skid boots, and first aid kits. Payment is based on actual acres completed and accepted multiplied by the contract unit price per acre, with acreage determined using GPS. The work areas are distributed across 38 compartments ranging from 8 to 152 acres each, with boundaries marked by fire lines, roads, or flagging.
