About this file
This is a Questions and Answers document for solicitation 12444726Q0070, a Longleaf Timber Stand Improvement project. The document clarifies submission requirements, project specifications, and operational parameters for potential offerors responding to this USDA Forest Service procurement.
No bid, performance, payment, or other surety bonds are required for this solicitation. Quotes must be submitted by email with all required forms, including the Government Schedule of Items, completed and attached. All solicitation attachments are available on SAM.gov. A site visit is scheduled for Thursday, October 22, 2026, at 10:00 AM ET at the Lake George Ranger District Office in Silver Springs, Florida, with Point of Contact Jared Nobles (Ronnie.Nobles@usda.gov, 352-669-3153). The project encompasses 1,575 total acres across multiple stands, with Stand 224/06 specified as 87 acres. The 15 acres per day production figure is a planning estimate, not a mandatory minimum, though production below 10 acres per day would not be feasible. All cutting must be performed by hand; mechanized equipment including forestry mulchers and tracked machinery are prohibited. No tree-density estimates, photographs, or site assessments are available. Crews may work simultaneously in separate stands with no seasonal closures or restrictions. Invoicing may be submitted for blocks of completed acreage provided each invoiced block totals at least 250 acres. Staging and overnight equipment storage can generally be accommodated with Contracting Officer Representative approval. Offerors must submit their own past experience; subcontractor experience cannot substitute for offeror experience. Email file attachments should be kept under 25 MB when possible.

Questions and Answers
1) Whether any bid, performance, payment, or other surety bond or financial security is required for this solicitation.
Answer: No bid, performance, payment, or other bonds are required for this solicitation.
2) The required proposal delivery method (email address or electronic submission portal) and all mandatory signed/completed forms, especially the Government Schedule of Items
Answer: Quotes must be submitted by email. All required forms, including the Government Schedule of Items, must be completed and included with the offer.
3) Whether there are specific crew qualification, subcontracting, past-performance, insurance, or pricing-format requirements beyond the published notice.
Answer: No additional requirements apply beyond what is published; crews simply need to be staffed to meet the 15 acres per day production expectation.
4) Whether you could share the six solicitation attachments or an accessible download link, including the RFQ, Schedule of Items, Statement of Work, maps, and wage determination. We have been unable to review the complete attachment contents.
Answer: All solicitation attachments are available for download on SAM.gov under the Attachments/Links section.
5) Whether any site visit or pre-quotation conference is available.
Answer: Yes. A site visit will be held on Thursday, October 22, 2026, at 10:00 AM ET at:

POC:
Jared Nobles Ronnie.Nobles@usda.gov | 352-669-3153
6) Please also confirm whether any bid, performance, or payment bond is required.
Answer: no bid, performance, or payment bonds are required for this solicitation.
7) Stand 224/06 is listed as 87 acres in the SOW but 86 acres on the map. Which figure should we use, and does the total remain at 1,575 acres?
Answer: Use 87 acres for Stand 224/06. The total project acreage remains 1,575 acres.
8) Are tree-density estimates, recent photographs, or site assessments available, particularly where conditions vary between stands?
Answer: none of these materials are available.
9) May forestry mulchers or compact tracked machinery be used if they meet the cutting and environmental requirements? Are there equipment sizes or ground pressure restrictions?
Answer: No. The project requires that all cutting be performed by hand, not with wheeled or tracked machinery. If such equipment were allowable at all, its use would be extremely limited, and those details would be specified; however, under the current SOW, mechanized equipment is not permitted.
10) Is approximately 15 acres per day a planning estimate or a mandatory daily minimum?
May crews work simultaneously in separate stands, and are any closures or seasonal restrictions anticipated?
Answer: There are no closures or seasonal restrictions. Crews may work in separate stands simultaneously. The 15 acres/day figure is a planning estimate, not a strict minimum, but production below 10 acres/day would not be feasible.
11) How can we arrange a pre-bid site visit? Are GIS files or GPS coordinates available, and are there restrictions on equipment staging or overnight storage?
Answer: A site visit can be arranged by contacting the Government POC, and maps can be provided as needed. A formal site visit is scheduled for Thursday, October 22, 2026, at 10:00 AM ET at the Lake George Ranger District Office, 17147 E State Road 40, Silver Springs, FL 34488 (POC: Jared Nobles, Ronnie.Nobles@usda.gov, 352-669-3153). Staging and overnight storage can generally be accommodated with COR approval. No additional GIS or GPS files are available beyond what is already provided.
12) A May completed and accepted stands be invoiced separately before the entire project is finished?
Answer: Invoicing may be submitted for blocks of completed acreage, but each invoiced block must total at least 250 acres.
13) Are there any project-specific insurance limits, bonding requirements, or subcontractor qualifications beyond those included in the solicitation?
Answer: No, there are no additional requirements beyond what is already stated in the solicitation.
14) Submission: the RFQ does not say where or how quotes should be submitted. Should quotes be emailed to you, and if so, is there a file-size limit
Answer: Quotes must be submitted by email. There is no specific file-size limit, though keeping attachments under 25 MB is recommended.
15) Past experience: may an offeror's past experience include relevant contracts performed by the subcontractor that will do the work?
Answer: No subcontractor experience may not be submitted in place of the offeror’s past experience.
