About this opportunity
The U.S. Department of State is soliciting proposals for health insurance services to cover locally employed staff and their eligible dependents at the U.S. Embassy in Lome, Togo. The solicitation seeks a contractor to provide comprehensive health and life insurance coverage including hospitalization at 100 percent, outpatient services at 80 percent, emergency services, prescription drugs, dental and optical care, and mental health services at 50 percent minimum, along with specialized benefits such as HIV/AIDS treatment and out-of-country medical coverage. Qualified offerors must be licensed or certified to provide health insurance in Togo or a comparable jurisdiction, maintain financial stability, and demonstrate relevant experience administering group health plans. The Government will evaluate proposals based on technical acceptability—including mandatory benefit compliance, licensing, experience, and management capability—and price, awarding to the lowest-priced, technically acceptable, responsible offeror. The original proposal deadline of March 12, 2026, was extended to March 19, 2026, at 4:00 PM local time via solicitation amendment, with a mandatory pre-proposal conference held on February 12, 2026.
This is a fixed-price contract with economic price adjustment provisions and involves no set-aside designation, with full and open competition available to all responsible sources. The incumbent contractor is OLEA AFRICA TOGO, whose current policy expires on August 27, 2026. The contract covers an estimated 138 employees, 102 spouses, and 347 children, with additional coverage available for Official Residence Expense staff and Peace Corps employees, totaling approximately 584 to 604 individuals depending on current enrollment figures. The contract structure includes a 12-month base performance period commencing August 28, 2026, followed by four optional one-year renewal periods, with pricing submitted in XOF (FCFA) currency and the Government estimating placement of a minimum of 75 annual premiums and a maximum of 1,000 annual premiums across the entire contract period. Performance will take place in the Maritime Region of Lome, Togo, with claims administration and reimbursement processing responsibilities assigned to the contractor.
