This is Amendment P0002 to Solicitation 19T04026R0001, issued by the American Embassy Lome on March 5, 2026, with an effective date of February 6, 2026. The amendment incorporates 18 questions and answers (Q&A) plus a Frequently Asked Questions (FAQ) section provided on February 27, 2026, for clarification purposes only. The solicitation concerns medical insurance coverage for Locally Employed Staff (LES) and their dependents at the American Embassy in Togo. All other terms and conditions of the original solicitation remain unchanged. The contracting officer is Amruta Dixit.

The Q&A addresses key clarifications regarding medical benefits, coverage territories, claims history, proposal submission requirements, preferred medical facilities, and contract administration. Medical benefits categories, definitions, and coverage percentages are specified in Section C of the solicitation, with minimum coverage levels standardized at 50%, 80%, and 100%. Medical insurance coverage is mandatory for LES and their dependents per U.S. Government regulations. Coverage territoriality includes Togo with provisions for out-of-country medical treatment and travel as detailed in Sections C.1.1.1, C.1.1.16, and C.1.1.17. The solicitation is a Full and Open Competition available only in English, open to insurers and brokers alike. Historical claims data and employee estimates are found in Section J, Exhibits A, C, and D, with additional historical expenditures available at fpds.gov and SAM.gov. The contract is expected to commence in August 2026 or shortly thereafter, depending on the award process. Offerors must complete all required sections per Section L instructions and include all option years in proposals.
