About this opportunity
The Marine Corps Logistics Command (MCLC) is soliciting a Logistics Integration Support (LIS) Program contract to manage the remanufacture, overhaul, and repair (ROR) and tear-down evaluation (TDE) of Marine Corps Ground Equipment Secondary Repairable (SECREP) items. This full and open competition seeks a single contractor to operate and manage the entire SECREP repair process for approximately 1,000 National Stock Numbers (NSNs) at fixed unit prices with consistent turnaround times meeting Original Equipment Manufacturer specifications across CONUS and OCONUS locations. The contractor will be responsible for developing and maintaining a vendor base, providing asset visibility, warranty management, shipping, configuration management, and continuous process improvement reporting. Proposals will be evaluated using a best-value trade-off approach with technical factors weighted more heavily than price, specifically assessing technical approach, past performance, small business participation, and price. The solicitation has undergone multiple amendments, with the final proposal submission deadline extended to October 3, 2025 at 4:00 PM, and the government will no longer accept questions after Amendment 0006.
This procurement is structured as an unrestricted, Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract with no set-aside designation. The incumbent contractor is Vertex Aerospace, LLC, which held the previous contract (M67004-21-D-0002) valued at $259,245,671.31. The total evaluated price for the new contract is $226,050,000, covering a five-year base period and a six-month option period, with the potential total contract value reaching up to $500 million ($550 million if options are exercised). The contract includes small business participation requirements of 28% overall, with specific targets including 12.5% for Small Disadvantaged Businesses and additional goals for women-owned, HUBZone, and service-disabled veteran-owned businesses. Performance will occur at multiple locations including the primary base at 709 N Westover Blvd, Albany, GA, with additional support across six geographic locations including Camp Pendleton, Camp Lejeune, Okinawa, Barstow, and Kaneohe, requiring the contractor to maintain operations across both continental United States and overseas locations.
