About this file

This document is an Amendment (SF 30) for a federal solicitation (RFP No. M67004-25-R-0009) for Logistics Integrated Support (LIS) Secondary Repairable Exchange Program (SECREP) services issued by the Marine Corps Logistics Command. The amendment (No. 0004) updates multiple attachments including the Performance Work Statement (PWS), National Stock Numbers (NSNs) List/Pricing Workbook, and other contract documents, with a contract effective date of 21-Aug-2025.

The solicitation seeks a contractor to manage remanufacture, overhaul, and repair (ROR) of repairable assemblies across four categories: communications-electronics, ordnance, motor transport, and engineer items. Key requirements include maintaining a vendor base capable of executing repairs within specified turnaround times, supporting nine LIS SECREP customers at six geographic locations, and maintaining required security clearances. The procurement includes minimum small business participation requirements: 28.0% Small Business, 12.5% Small Disadvantaged Business, 10.0% Women-Owned, 1.0% HUB Zone, and 6.0% Service-Disabled Veteran-Owned. The government intends to award a single contract using a best-value trade-off approach, with technical factors weighted more heavily than price.

SECTION I - CONTRACT CLAUSES

The following have been modified:

252.237-7023 CONTINUATION OF ESSENTIAL CONTRACTOR SERVICES (OCT 2010)

(a) Definitions. As used in this clause-

(1) Essential contractor service means a service provided by a firm or individual under contract to DoD to support mission-essential functions, such as support of vital systems, including ships owned, leased, or operated in support of military missions or roles at sea; associated support activities, including installation, garrison, and base support services; and similar services provided to foreign military sales customers under the Security Assistance Program. Services are essential if the effectiveness of defense systems or operations has the potential to be seriously impaired by the interruption of these services, as determined by the appropriate functional commander or civilian equivalent.

(2) Mission-essential functions means those organizational activities that must be performed under all circumstances to achieve DoD component missions or responsibilities, as determined by the appropriate functional commander or civilian equivalent. Failure to perform or sustain these functions would significantly affect DoD's ability to provide vital services or exercise authority, direction, and control.

(b) The Government has identified all or a portion of the contractor services performed under this contract as essential contractor services in support of mission-essential functions. These services are listed in Performance Work Statement (PWS) 4.8, Mission-Essential Contractor Services Plan (MECSP).

(c)(1) The Mission-Essential Contractor Services Plan submitted by the Contractor, is incorporated in this contract.

(2) The Contractor shall maintain and update its plan as necessary. The Contractor shall provide all plan updates to the Contracting Officer for approval.

(3) As directed by the Contracting Officer, the Contractor shall participate in training events, exercises, and drills associated with Government efforts to test the effectiveness of continuity of operations procedures and practices.

(d)(1) Notwithstanding any other clause of this contract, the Contractor shall be responsible to perform those services identified as essential contractor services during crisis situations (as directed by the Contracting Officer), in accordance with its Mission-Essential Contractor Services Plan.

(2) In the event the Contractor anticipates not being able to perform any of the essential contractor services identified in accordance with paragraph (b) of this clause during a crisis situation, the Contractor shall notify the Contracting Officer or other designated representative as expeditiously as possible and use its best efforts to cooperate with the Government in the Government's efforts to maintain the continuity of operations.

(e) The Government reserves the right in such crisis situations to use Federal employees, military personnel, or contract support from other contractors, or to enter into new contracts for essential contractor services.

(f) Changes. The Contractor shall segregate and separately identify all costs incurred in continuing performance of essential services in a crisis situation. The Contractor shall notify the Contracting Officer of an increase or decrease in costs within ninety days after continued performance has been directed by the Contracting Officer, or within any additional period that the Contracting Officer approves in writing, but not later than the date of final payment under the contract. The Contractor's notice shall include the Contractor's proposal for an equitable adjustment and any data supporting the increase or decrease in the form prescribed by the Contracting Officer. The parties shall negotiate an equitable price adjustment to the contract price, delivery schedule, or both as soon as is practicable after receipt of the Contractor's proposal.

(g) The Contractor shall include the substance of this clause, including this paragraph (g), in subcontracts for the essential services.

Omissions. Failure to submit any of the information requested by this solicitation may be cause for unfavorable consideration.

Confidential Information. The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests from outside the Government for copies of contract qualifications and proposals submitted to federal agencies. If an Offeror’s submissions contain information that he/she believes should be withheld from such requestors under FOIA on the grounds that they contain “trade secrets and commercial or financial information” [5 USC§552(b)(4)], the Offeror should mark its submissions in the following manner:

The following notice should be placed on the title page: “Some parts of this document, as identified on individual pages, are considered by the submitter to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure under the Freedom of Information Act.

Organizational Conflict of Interest (OCI).

General guidance on “Organizational and Consultant Conflicts of Interests” may be found in FAR 9.505; however, this guidance is not all-inclusive.

Offerors are reminded that certain circumstances may preclude, restrict, or limit participation, in whole or in part, either as a subcontractor or as a prime contractor under this competitive procurement. Of primary concern are situations where an Offeror has had access to proprietary information of other potential offerors during the performance of other Government contracts, including but not limited to inadvertent access to other potential offeror’s pricing data or other proprietary information during the performance of other Government contracts, including but not limited to:

i. M67004-19-D-0001 Marine Corps Prepositioning Program

ii. M67004-22-F-3000 Consolidated SECREP Management

Notwithstanding the existence or non-existence of an Organizational Conflict of Interest (OCI) clause or similar requirement in current or completed contracts or task order(s), the Offeror shall comply with FAR 9.5 and identify any OCI or potential OCI. The Offeror’s Cover Letter shall identify in its proposal any potential OCI’s. If the Offeror determines there is a potential OCI, an OCI Mitigation Plan is required.

• All Offerors are required to include a certification that the Offeror did not use any other entity’s proprietary information in preparing its proposal.

• If submitting a proposal in response to this solicitation, KBRWyle Technology Solutions, LLC must submit an OCI mitigation plan by 1600 hours on the fourteenth (14th) seventh (7th) calendar day after release of the RFP for their role as a prime contractor on Marine Corps Prepositioning Services, M67005-19-D-0001.

• If submitting a proposal in response to this solicitation, Professional Analysis, Inc. must submit an OCI mitigation plan by 1600 hours on the fourteenth (14th) seventh (7th) calendar day after release of the RFP for their role as a prime contractor on Consolidated SECREP Management, M67004-22-F-3000.

• All offerors with a potential OCI or actual OCI must submit an OCI mitigation plan via email to the

Contracting Officer and Contract Specialist by 1600 hours on the fourteenth (14th) seventh (7th) calendar day after release of the RFP. Not later than 21 14 calendar days after release of the RFP, the Government intends to notify Offerors whether their OCI mitigation plan is acceptable. Offerors with an unacceptable OCI mitigation plan may choose to revise their OCI mitigation plan if they intend to submit a proposal.

Final OCI mitigation plans shall be submitted with proposals at the RFP due date and time and final determination on whether an OCI exists, and whether an OCI mitigation plan is acceptable or not, is at the discretion of the Contracting Officer.

If a subcontractor at any tier performing on another related LIS contract (as outlined above) intends to submit an offer on the LIS RFP as a prime contractor or participate as a subcontractor to another Offeror, the Offeror must provide details outlining the specific scopes of work that the subcontractor is performing or performed on any of the related contract(s) and for this proposed effort. The Offeror must provide an OCI mitigation plan for the intended subcontractor(s) should a potential or actual OCI exist between the subcontract scope on this proposed effort and the scope being performed as a subcontractor on related contract(s) (see list of contracts above). Any potential prime contractor that proposes a subcontractor later determined to have a conflict of interest and deemed ineligible to participate in the current competition, may not be granted the opportunity to revise its proposal to remove the ineligible subcontractor. The Government reserves the right to determine which offerors remain eligible for contract award through the normal source selection process.

An Offeror’s failure to provide the information in a timely manner does not waive the Government’s rights to make a conflict of interest determination. The offeror is notified that if it expends time and money on proposal preparation, such expenditure is at its own risk.

Organization/Distribution/Number of Copies/Page Limits. The purpose of this format standardization is to enable the evaluation teams to more effectively and efficiently evaluate each Offeror’s proposal. All pages shall be numbered to allow the evaluation team a reference point. See paragraphs below for specific details. Volumes I – IV that exceed the page limit will have the excess pages removed and these excess pages will not be evaluated. Each digital sheet of paper is a page and shall be counted as such towards the maximum page limit, even if the page is blank.

Proposal Format. The Offeror shall prepare the proposal as set forth in the subparagraphs and Table 1 below. The titles and contents of the volumes should be as defined in Table 1 below of this document, all of which shall be within the required page limits (including all response pages, attachments, figures, enclosures, and indexes) and with the number of copies specified in Table 1 below. The Cover Sheets and Table of Contents shall not be considered part of the page limit.

Proposal Details. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Offerors shall assume that the Government has no prior knowledge of their abilities and experience and will base its evaluation on the information presented in the Offeror's proposal.

Volume I: Technical –

The Technical Proposal shall be specific, detailed, and complete so as to clearly demonstrate to the Government that the Offeror has a thorough comprehension of the solicitation requirements and the capabilities to perform these requirements throughout the performance period. The technical section must be sufficient to show how the Offeror proposes to comply with the Government's requirements and must include a full explanation of the methodology and procedures to be followed. The Offeror must also identify and evaluate any risks associated with the Offeror’s proposed approach and propose mitigation steps to minimize the Government’s risk in accepting the Offeror’s proposed solution. Your submission shall clearly demonstrate the following:

Section 1 – Technical Approach

a. Experience managing the remanufacture, overhaul and repair (ROR): The Offeror shall demonstrate they have a minimum of three years of experience managing the remanufacture, overhaul and repair (ROR) of repairable assemblies from the following four categories (Communications-electronics, Ordnance, Motor transport, and Engineer items). The offeror’s demonstrated experience must be across multiple geographically dispersed locations and on a scale similar to that required in the PWS. A similar scale is defined as a minimum volume of 7,000 repairs per year covering a minimum of 600 items/assemblies. The experience must demonstrate the offeror’s ability to act as a pass-through integrator (Third Party Logistics (3PL) provider) responsible for establishing and maintaining a vendor base capable of executing the ROR in accordance with technical manuals or OEM specifications within specified turnaround times (TAT) and with warranties offered to the customer for repairs.

b. Staffing Plan - The Offeror shall outline how staffing will be resourced and managed. The Offeror’s proposal shall provide an effective approach to coordinating its personnel and subcontractors to deliver the tasks stated in the PWS. The Offeror shall include a detailed description of the staffing approach used to provide high demand personnel, as well as the Offeror’s demonstrated ability to recruit, train, and retain sufficient numbers of personnel with required skill sets required to support the nine LIS SECREP customers located at six different geographic locations adhering to the specific equipment repair needs and security requirements identified in the PWS.

c. Management Plan - The Offeror’s proposal shall provide a management plan detailing their ability to deliver the services which meet the requirements of the PWS. The Offeror shall include a detailed description of the management plan approach to managing, teaming, staffing, communication, coordinating, resolving problems, and ensuring flexibility appropriate to the magnitude and complexity of repair work required by each LIS SECREP customer at each geographic location as detailed in the PWS.

d. Key Personnel - The Offeror shall provide the resume for all key personnel as identified in Section 4.5.5 of the PWS, which demonstrates the experience, skills, and qualifications that are necessary to perform the requirements in the PWS. The Offeror shall submit a current Letter of Intent (LOI) with all resumes of Key Personnel that are not currently employed by the Offeror or proposed subcontractor. The LOI must be signed by the individual key personnel AND the Offeror or proposed subcontractor. Personnel resumes and LOIs will not count against the page limit. Key personnel are critical to the successful performance of this contract. Personnel resumes shall be limited to two (2) pages and shall include, at a minimum, the following information:

• Years of experience and education relevant to the definition of each key personnel as defined in PWS 4.5.5. If a degree is held, include the degree(s) received from and dates of attendance at accredited college(s) or university(ies).

• Training

• Unique or special qualifications

• Tenure with the firm

e. Quality Control Plan - Offerors shall describe their approach towards providing quality control and quality assurance, including how they will ensure successful accomplishment of task order requirements and delivery of all contract/task order deliverables at a high-quality level and what steps they will take to resolve quality issues / unsatisfactory deliverables.

Section 2 – CO/CO IT Tracking System - Demonstrate that the contractor-owned, contractor-operated (CO/CO) IT tracking system meets the requirements of paragraph 5.13 of the PWS.

Section 3 – Experience Repairing & Handling CCI - Demonstrate experience repairing and handling unclassified controlled cryptographic items (CCI) per Section 5.14 of the PWS.

Section 4 – Draft Transition Plan - Explain the Offeror’s transition plan to phase into the role of the LIS SECREP integrator without a break in service in accordance with the solicitation requirements. The Offeror shall provide a Draft Transition Plan – Phase In in accordance with the PWS Section 4.9.

Note: In addition, the Offeror shall explain how they plan to meet the Form DD254 requirement of a position with the required capability to obtain and maintain at least a Secret Security Clearance Eligibility to be granted access to IT-Level II sensitive information per DoDM 5200.01 and SECNAVINST 5510.30 C and have a “SECRET” level Facility Clearance Level (FCL) on Day 1 Ready of contract performance.

Section 5 – Mission Readiness - In order to ensure mission readiness, the Marine Corps (MC) customer(s) has to make a readiness decision i.e., NSN repair using organic services, NSN repair using the LIS SECREP process, or procure a replacement NSN. The decision is primarily driven by the length of time it will take to get an item back in serviceable condition in support of the warfighter. KTAT is a critical element to aiding the MC customers’ decision(s) regarding the execution of the mission and equipping the warfighter. Vendor/subcontractor capacity limitations could potentially have a negative impact on a KTAT. Therefore, it is critical to the success of the SECREP LIS repair process, that the proposed TAT/KTAT reflect capacity limitations or constraints of the ROR vendor/subcontractor.

a. Explain how the Offeror will ensure compliance with Contractual Turnaround Times (KTAT)s in the event there are vendor/subcontractor capacity limitations that compromise KTAT.

b. The Offeror shall provide a completed KTAT workbook in the attachment (solicitation Attachment J-10).

The individual KTAT for each NSN shall be proposed by the Offeror in the KTAT workbook based on the number of days between when the contractor accepts an item for ROR and when the Government accepts an item back from ROR in accordance with PWS Sections 2.2 and 5.4. The KTAT workbook does not count towards the page limit for this volume.

Factor 2. Past Performance

Volume II: Past Performance Volume

In the Past Performance Volume, the Offeror shall demonstrate through its past performance that the Offeror will be able to perform the requirements outlined in this solicitation. The Offeror shall provide information that depicts its depth of past performance under contracts that have helped to establish its management and technical capability for the scope of work and variety of skill categories and manning levels proposed to perform work consistent with the size and scope of this requirement. The Offeror shall place particular emphasis on both recent (within three years of the proposal submission date) and relevant DoD efforts. Note:

Any Offeror past performance as a subcontractor shall be distinguished from Offeror prime contractor past performance. The Offeror shall specify the level of responsibility and the percentage of work performed while in a subcontractor capacity. The Offeror may submit past performance of subcontractors but must also specify the level of responsibility and the percentage of work performed. If subcontractor experience is submitted for consideration as part of the proposal, the offeror should include a commitment signed by offeror and subcontractor certifying that if a contract is awarded resulting from the proposal, the parties commit to joint performance as proposed. If the signed commitment is not fully executed by both parties and provided with the Past Performance Proposal, subcontractor references will not be evaluated or considered.

Offerors that have no record of relevant past performance (e.g., new businesses) must submit a statement to that effect.

The Offeror shall provide information on up to five Government contracts and/or non-Government projects whose effort is recent and relevant to the effort required by this solicitation, performed by the business unit(s) that will perform this effort. The referenced contracts/projects must have been performed within the last three

(3) years of this solicitation’s proposal submission date. Each reference shall not exceed five (5) pages in length For each past performance reference submitted, the offeror shall:

i. Include the contract number, contract type, original contract value, current contract value, period of performance, place of performance, client and specific project title.

ii. Discuss the specific responsibilities of the offeror similar to the PWS tasks in this solicitation, major deliverables produced, any problems encountered during contract performance / any corrective actions taken.

iii. Address the relevancy and similarity in scope, complexity, and magnitude to the requirements contained in the PWS as follows:

For Scope – Offeror must address the similarity in the type of work performed under the referenced effort to the PWS requirements. This includes the past performance in the implementation of form-fit-function replacement solutions similar to the SECREP NSNs listed in Attachment J-2 of this solicitation. The Offeror shall discuss past performance in the implementation of form-fit-function replacement solutions similar to previous applications.

For Magnitude – Offeror must address similarity of dollar value and duration of the work actually performed under the offeror’s submitted contracts to the PWS.

For Complexity – Offeror must address the similarity of technical difficulty, managerial intricacy and required coordination of efforts and disciplines to the PWS. This includes the Offeror’s ability to understand and resolve technical risk issues, including interaction with its subcontracts.

iv. If subcontractor experience is provided as part of the most recent and relevant contracts or efforts, the subcontractor experience will be given weight relative to the scope, magnitude, and complexity of the aspects of the work under the solicitation that the subcontractor is proposed to perform. Therefore, the offeror’s proposal shall clearly detail the aspects of the work in the solicitation that the subcontractor is proposed to perform.

v. As required by DFARS 215.303(c)(i), for each reference, the Offeror shall address historical compliance with FAR 52.219-8 (large and small businesses), FAR 52.219-9 (large businesses only), and DFARS 252.219-7003 (large businesses only).

vii. Provide the POC with a copy of the Past Performance Questionnaire (Attachment S-2) and request that the POC submit the completed questionnaire to the Government in accordance with the instructions on the questionnaire. The Offeror and any subcontractors shall complete all applicable items of the Past Performance Questionnaire prior to providing it to each POC. It is requested that the reference POC, not the offeror or its subcontractor, email the completed Past Performance Questionnaire BEFORE THE DUE DATE FOR PROPOSALS directly to ellen.phelps@usmc.mil and tanner.b.mitchum.civ@usmc.mil . The offeror, NOT THE GOVERNMENT, is responsible for ensuring that the Government receives a sufficient number of questionnaires. If an offeror mailto:ellen.phelps@usmc.mil mailto:tanner.b.mitchum.civ@usmc.mil provides three previous Government projects from the same contract, then the offeror shall provide three separate Past Performance Questionnaires from three different POCs. If there is a CPARS evaluation record available for the referenced contract, the Offeror does not need to have a POC fill out Attachment S-2. The Offeror may instead include a copy of the CPARS evaluation in their proposal. NOTE: CPARS records will not count towards the page count for this volume.

Affiliate companies, sister companies, teaming arrangements, joint venture agreement, etc., will be considered provided that sufficient documentation is included in the proposal. The primary offering entity must demonstrate that the affiliate will perform significant and critical aspects of the contract if awarded. Documentation includes a copy of the signed arrangement such as documented affiliation, a copy of the teaming agreement, a copy of the joint venture agreement, etc.

NOTE: The Government may, but does not commit to, contact the references provided or check available Government records, such as CPARS, for performance evaluation information on these Past Performance references. The Government may solicit information from the Offerors’ customers and business associates; Federal, state, and local government agencies and databases; and from other persons and organizations. The Government reserves the right to limit the number of references it decides to contact and to contact references other than those provided by the Offeror.

The Past Performance references shall be contracts or TOs for the performance of actual technical requirements.

Master contract vehicles (e.g., Blanket Purchase Agreements (BPAs), IDIQ contracts) do not satisfy the Past Performance requirement unless submitted together with a TO similar in size, and relevancy to this requirement and awarded and performed under the vehicle.
