Key requirements include rooms of at least 17 square meters featuring king or queen beds, complimentary breakfast and wireless internet, well-equipped gym facilities, late check-in/check-out accommodations, no cancellation fees for individual room cancellations made up to 24 hours before booking, and a guaranteed 3-hour response time for communication with the Embassy point of contact. The contracting officer will award the contract to the responsible offeror submitting the lowest acceptable price based on initial quotations without discussions, though discussions may be conducted if necessary. Quotations are due by May 6, 2026, at 17:00 Estonian time, submitted electronically to TallinnGSOProcurement@state.gov in MS-Word, MS-Excel, or PDF format.
This solicitation includes no set-aside designations and represents a one-off requirement with no predecessor contract. Pricing must be submitted in Euros exclusive of VAT, with payment to be made via electronic funds transfer within 30 days of receipt of services under direct billing to the U.S. Embassy Tallinn. The hotel must be centrally located within 7 kilometers of Tallinn Airport, accessible by bus accommodating 40 passengers, and operated by an established business with a permanent address and telephone listing in Estonia. The place of performance is Tallinn, Estonia, and the hotel must provide local contact availability during business hours (9:00-17:00 on workdays) with a 3-hour response time for reservation changes and inquiries. An amendment issued on April 22, 2026, modified certain requirements including reducing the minimum room size from 20 to 17 square meters, eliminating the overcoat closet requirement, and clarifying that cancellation fees apply only to individual room cancellations rather than group cancellations.
