About this file

This is a Questions and Answers document for U.S. Embassy Tallinn's solicitation 19EN1026Q0136 regarding lodging services for a training event in June 2026 in Tallinn, Estonia. The document addresses ten inquiries from potential bidders regarding contract requirements and procedures.

Key clarifications include the following requirements: direct billing from the hotel to the Embassy is mandatory; no cancellation fees apply only to individual room cancellations made up to 24 hours before booking, not group cancellations; pricing must be submitted in Euro currency, not USD; payment will be made via electronic funds transfer (EFT); and hotel rooms must have a minimum size of 17 square meters. The contracting office confirmed this is a one-off requirement with no predecessor contract. Regarding eligibility, offerors should refer to Section 3, Addendum to 52.212-1 of the solicitation for requirements on Estonia registration and U.S.-based company participation. Bid responses are due May 6, with contract award decisions expected on May 7 or 8. Offerors wishing to propose alternative cancellation terms may submit such comments in a separate document, though the solicitation's cancellation terms remain binding. The contracting office clarified that no FAR clause allowing multiple currencies has been included in the solicitation.
