About this opportunity
The Department of the Air Force, United States Air Forces in Europe, seeks a lodging agent to furnish 60 continuously reserved rooms nightly near Spangdahlem Air Base, Germany, with quotations due October 1, 2026 at 0900 CEST; this solicitation was amended on September 29, 2026, reducing the requirement from 200 or 100 rooms to a fixed 60-room block and extending the quotation deadline from September 30.
Place of performance is Spangdahlem-Gelsdorf, Germany, with all hotels within a 40-minute drive of the base's front gate. The requirement covers a base period of October 6 through December 31, 2026 (5,220 room-nights) plus three optional one-month extensions through March 31, 2027 (1,860, 1,680, and 1,860 room-nights respectively), totaling 10,620 room-nights when all options are exercised. The contractor must maintain crew integrity by housing all members of Government-designated crews (typically six to seven personnel) at the same facility in separate rooms and furnish 24-hour on-call support with crew placement within 30 minutes of notice. Rooms must meet specified standards including private bathrooms, refrigerators, heating at 22 degrees Celsius with occupant adjustment capability (17–27 degrees), and light and noise control for crew rest. Hotels must comply with applicable German building, fire, and life-safety requirements. All lodging facilities must be secured using physical keys, cards, or electronic credentials without requiring traveler personal payment cards or smartphone applications. The contractor remains responsible for all hotel agreements (held in the contractor's name), reservations, crew placement, hotel payments, and invoicing; purchased rooms cannot be resold if vacant. Privacy and operational security requirements mandate using Government-issued crew codes instead of names, restricting personal data collection, limiting access to authorized personnel only, and maintaining 24-hour incident reporting with immediate notification for security breaches.
Quotations must provide fixed, all-inclusive room-night rates in USD or EUR covering all management, overhead, profit, and applicable nonexempt taxes. The Government's planning reference is $229 per room-night. Quoters must submit a Performance Work Statement, a nonpublic facility annex identifying proposed hotels and capacity commitments, a quality-control matrix, past-performance references, and representations and certifications. Evaluation weighs Technical Merit (credibility of the proposed PWS addressing capacity, crew integrity, access, security/privacy, and management/reporting) most heavily, followed by Past Performance and Total Evaluated Price, with Technical Merit and Past Performance together approximately equal to Price. This is unrestricted competition under FAR Part 12, and active SAM registration is required at quotation and award. No incumbent exists. Questions are due September 30, 2026 at 1300 CEST to MSgt Mario A. Valdez Iturbe or Ms. Nadine Sondermann, 52d Contracting Squadron. The NAICS code is 721110, Hotels (except Casino Hotels) and Motels; PSC is V231.
