About this file

This is a Consolidated Questions and Answers document for RFQ FA560626QA073 regarding Lodging Agent Services for AMS Off-Base Lodging at Spangdahlem Air Base in Germany. Amendment 001 revised the requirement from a 200-room block with surge alternatives to a single continuous block of 60 rooms per night during the base period (6 October through 31 December 2026) and three monthly options extending through 31 March 2027. The 60 rooms may be distributed across multiple compliant hotels, each within a 40-minute drive of the Spangdahlem Air Base Front Gate, with the requirement that all members of a Government-designated crew (typically six to seven personnel) must stay at the same hotel in separate rooms. Each hotel must meet standards specified in SOO Section 3.1, including a clean room with bed, private bathroom, small refrigerator, and heating capability, with air conditioning preferred but not mandatory.

The Prime contractor must provide 24-hour English-language on-call support with primary and backup numbers and deliver complete crew hotel assignments within 30 minutes of notification. Fixed room-night rates may be quoted in USD or EUR and must include all lodging, management, housekeeping, linen service, maintenance, access support, turnover, required parking, and applicable nonexempt taxes. The Government pays the Prime for the contracted fixed room-night rate for all 60 rooms whether occupied or vacant; purchased rooms cannot be resold or released due to vacancy. Monthly invoices must be submitted in arrears through WAWF for furnished and accepted availability. Quotations must include a proposed Performance Work Statement, a nonpublic facility annex identifying proposed hotels and allocations, evidence of firm or award-contingent capacity commitments, quality-control matrices, past-performance information, and complete pricing. Funding is anticipated between 30 September and 1 October 2026, and this is not a micro-purchase. Evaluation will be based on Technical Merit (most important), Past Performance, and Total Evaluated Price, with Technical Merit and Past Performance together approximately equal to Price. A completed Government security assessment is not required before award, though favorably assessed hotels will be prioritized. This is a new integrated lodging-agent requirement with no incumbent contractor; existing contracts and deposits do not transfer to the selected Prime.

Consolidated Questions and Answers

RFQ FA560626QA073 – Lodging Agent Services for AMS Off-Base Lodging

Amendment 001

NOTICE REGARDING THE REVISED REQUIREMENT

Several questions were submitted under the original solicitation and refer to a 200-room block, a 100-room core, or Alternative B surge capacity. Amendment 001 revises the requirement to one continuous block of 60 rooms per night and removes Alternative B entirely. The answers below reflect this revised requirement. Quoters shall use the amended solicitation and SOO when preparing quotations.

CAPACITY, OPERATIONS, AND HOTEL STANDARDS

Q1. What room capacity is required? Must all rooms be occupied?

Answer: Amendment 001 requires one continuous block of 60 rooms per night during the base period and each exercised monthly option. Purchased capacity includes occupied rooms and vacant rooms held for Government use. Each traveler occupies a separate room. Purchased rooms may not be resold or released because they are vacant.

Q2. Earlier questions referred to 200 rooms. May the revised room requirement be distributed among several hotels?

Answer: Yes. Amendment 001 reduces the continuous requirement to 60 rooms per night and removes Alternative B. The 60 rooms may be distributed among multiple compliant hotels. There is no minimum or maximum number of hotels, but every member of a Government-designated crew must stay at the same hotel in a separate room. Each hotel must be within a 40-minute drive of the Spangdahlem Air Base Front Gate.

Q3. Do the previously stated average of 130 rooms and peak of 200 rooms still apply?

Answer: Those figures reflected earlier planning information. Quotations under Amendment 001 shall address the revised requirement for 60 rooms per night throughout the base period and each exercised option. The earlier estimates do not increase the purchased quantity or establish a requirement to reserve additional rooms.

Q4. What does the reference to as many as 30 crew arrivals or departures within 24 hours mean? How many same-day room changes should be expected?

Answer: The figure refers to crews, not individual travelers or a guaranteed number of simultaneous room assignments. A crew generally has six members, although some have seven. Arrival, departure, and turnover activity may be concentrated within a 24-hour period, and stays normally range from 16 to 72 hours, with longer stays possible. The Government has not specified a fixed number of simultaneous arrivals or same-day room changes. Quoters shall explain how their proposed room distribution, turnover process, and any replacement capacity will support complete-crew placement within the capacity actually purchased. An occupied, unclean, inaccessible, or unavailable room does not count as ready for a new occupant.

Q5. May members of one crew stay at different hotels?

Answer: No. All members of each Government-designated crew shall stay at the same hotel, in separate rooms, throughout their stay. Different crews may stay at different hotels.

The Prime must manage allocations so that at least one complete crew can be assigned at each proposed facility.

Q6. Is a particular hotel star rating required?

Answer: No star-rating minimum is specified. Hotels and rooms must meet the standards in SOO Section 3.1, including the 40-minute drive limit, applicable safety requirements, a clean and maintained room with a bed, private bathroom, and small refrigerator, and the stated heating capability. Air conditioning is preferred but is not mandatory. Quoters shall explain how the rooms support daytime and nighttime crew rest, including light, noise, housekeeping, and checkout practices.

Q7. How quickly must a crew receive its hotel and room assignment?

Answer: AMS may give assignment notice 30–60 minutes before crew arrival or upon arrival. Within 30 minutes after notice, the Prime shall provide the complete crew’s hotel name, address, room assignments, and usable check-in and access instructions. Rooms and access shall be ready when travelers reach the hotel. The proposed PWS shall address overnight arrivals, closed reception desks, failed credentials, and resolution times.

Q8. Which communication channels may be used for placements and problems?

Answer: Phone and email are acceptable for operational coordination. The Prime shall provide primary and backup 24-hour support numbers. A phone call may be used for prompt coordination, but routine traveler assignments do not change contract quantities, prices, or periods. Contract changes must be coordinated with the CO. The proposed PWS shall describe how assignment notices, changes, incidents, and their resolution are recorded and communicated to AMS and the CO.

REMOVAL OF ALTERNATIVE B

Q9. Will the Government retain Alternative B, including its additional-room orders, seven-day notice, and minimum ordering period?

Answer: No. Amendment 001 removes Alternative B entirely, including its surge CLINs and additional-room ordering process. The associated seven-day ordering notice, surge quantities, and minimum-duration questions no longer apply. Quoters shall price the continuous 60-room block for the base period and all monthly options. Separate quotations or explanations for Alternative A and Alternative B are no longer required.

PRICING, TAXES, INVOICING, AND PAYMENT

Q10. May fixed room-night rates be quoted and paid in EUR?

Answer: Yes. Fixed room-night rates may be quoted in EUR. The solicitation permits USD or EUR, with invoicing through WAWF and electronic payment. Quote in accordance with the amended solicitation’s currency and CLIN instructions.

Q11. Are vacant reserved rooms payable? Will the Government pay hotels directly or secure them with a Government purchase card?

Answer: The Government pays the Prime the contract’s fixed room-night rate for conforming purchased availability, including purchased rooms that remain vacant but available for Government use. This applies to the 60-room continuous block during the base period and each exercised option. The Government does not pay hotel subcontractors directly or provide a card to secure the Prime’s hotel commitments. The Prime is responsible for its agreements, deposits, and payment arrangements with hotels.

Q12. What should the fixed room-night price include?

Answer: The fixed price shall cover the required lodging and services, including management, housekeeping, linen service, maintenance, access support, turnover, required parking, and applicable nonexempt taxes. There is no separate open-ended management fee. The amended solicitation’s currency and CLIN schedule control the pricing submission.

Q13. How and when may the Prime invoice, and when will payment occur?

Answer: Under amended SOO Section 3.4.2, the Prime shall submit monthly invoices in arrears through Wide Area WorkFlow (WAWF) for furnished and accepted availability.

Invoices shall identify the active CLIN, lodging dates, room-night quantities, unit rate, and adjustments. The Prime may not invoice an unexercised option or duplicate room-nights.

Payment is subject to the contract’s acceptance and payment terms. The earlier response suggesting twice-monthly invoicing does not reflect the revised SOO.

Q14. Should prices exclude German VAT? Will the Government provide a particular NATO tax-relief form?

Answer: The Prime shall administer applicable NATO SOFA and other authorized tax-relief documentation, with Government assistance as required. Quoters shall distinguish relief applicable to the Government’s purchase from the tax treatment of the Prime’s purchases from hotels and other suppliers. The amended SOO does not promise that every transaction in the supply chain is exempt or identify NATO Form 302 or an Abweichungsbescheinigung as the required document for every transaction. Identify pricing assumptions, applicable nonexempt taxes, and any documentation needed in the quotation.

Q15. Are municipal bed, city, tourist, or similar taxes exempt or separately reimbursable?

Answer: The amended SOO does not establish a blanket exemption or a separate open-ended reimbursement for these charges. Fixed room-night prices shall include applicable nonexempt taxes. Quoters shall identify any occupancy-dependent taxes or charges and explain their treatment in the quotation so that tax relief and billing are not duplicated.

FUNDING AND PERFORMANCE PERIODS

Q16. Is this requirement a micro-purchase?

Answer: No. The revised 60-room requirement is not a micro-purchase.

Q17. When is funding expected to be available?

Answer: The Government previously advised that funding was expected on or before 30 September 2026. At this time, funding availability is anticipated between 30 September and 1 October 2026. The performance schedule is stated in the revised SOO.

Q18. When does performance begin, and what periods must be priced?

Answer: The revised base period covers lodging nights from 6 October through 31 December 2026. The continuous 60-room block and access/support arrangements shall be ready at 1500 Spangdahlem local time on 6 October 2026. The three monthly options cover through 31 January, 28 February, and 31 March 2027. Each end date includes that lodging night, with checkout the following day under the quoted policy. Consecutive purchased periods require uninterrupted availability without checkout at an option boundary. Price the base period and each monthly option under the amended CLIN schedule.

QUOTATION AND EVALUATION

Q19. What must be submitted with a quotation?

Answer: Follow Section 5 and the pricing schedule of the amended solicitation. The quotation shall include a proposed Performance Work Statement (PWS) explaining how the

Prime will meet the SOO, a separate nonpublic facility annex identifying proposed hotels and allocations, evidence of firm or award-contingent capacity commitments, a quality-control and surveillance matrix, the requested past-performance and responsibility information, and complete pricing for the base period and each monthly option of the 60-room requirement. Identify assumptions, dependencies, limitations, and exceptions. A general capability statement or a restatement of the SOO is insufficient as a PWS.

Q20. Must fully executed hotel subcontracts be submitted with the quotation? May the Prime subcontract the lodging?

Answer: A fully executed, unconditional hotel subcontract is not required with the quotation. Provide credible evidence of firm or award-contingent hotel commitments, including the quantities and dates offered, and distinguish them from unconfirmed availability. The Prime may furnish rooms through its own properties or hotel subcontractors, but remains responsible for all contracted lodging, management, access, reporting, invoicing, and subcontractor performance.

Q21. How should quotations and the nonpublic hotel annex be submitted?

Answer: Submit the quotation by email to the contacts and by the method specified in the amended solicitation. Clearly identify and protect the nonpublic hotel annex. If attachment-size limits require multiple emails, number them and identify the complete set. No DoD SAFE method is established by this answer. use such a method only if the CO separately provides instructions to all affected quoters.

Q22. How will a quoter with no relevant past performance be evaluated? Will the Government change the evaluation factors?

Answer: Under the solicitation’s stated evaluation approach, a quoter with no relevant past-performance record receives a neutral past-performance assessment. The Government evaluates technical merit using the proposed PWS and supporting evidence against the SOO. The stated factors are Technical Merit, Past Performance, and Total Evaluated Price. Technical Merit is more important than Past Performance, and together they are approximately equal to Price. No change to that approach is anticipated. Refer to the amended solicitation for the complete evaluation terms.

SUPPORT, SYSTEMS, AND SECURITY

Q23. Does 24-hour English-language telephone support satisfy the on-call requirement? Must staff be on site in Germany?

Answer: A full-time contractor employee at the Passenger Terminal or another Government site is not required. The Prime must provide effective 24-hour on-call support, including primary and backup numbers, and meet its placement, access, response, resolution, and escalation commitments. Support to the Government shall be in English. The Prime remains responsible for reliable communication with its hotels and for resolving problems at any hour.

Q24. Are CMMC certification, a NIST SP 800-171 assessment, or an SPRS score required with the quotation for the reservation system?

Answer: The SOO does not identify a separate CMMC certificate, NIST SP 800-171 assessment score, or SPRS score as a quotation submission item for the proposed reservation system. The Prime must nevertheless meet the applicable contract security, privacy, supply-chain, and telecommunications requirements. Its PWS shall explain the proposed system’s access controls, storage and processing locations, transmission safeguards, logging, access removal, provider access, backups, cross-border processing, and procedures during a loss of connectivity.

Q25. Will the Government identify hotels with favorable or current physical-security assessments? Is an assessment required before quotation or award?

Answer: The Government will not publish a list of currently assessed hotels, their assessment status or validity periods, or nonpublic assessment criteria. A completed Government assessment is not required with the quotation, and a pending assessment alone does not prevent award. Provide proposed hotel names, addresses, contacts, capacity, intended dates, available compliance evidence, and any known assessment status in the nonpublic facility annex so the Government can coordinate review under SOO Section 6.

Q26. May travelers be placed at a hotel while its Government assessment is pending?

Answer: Only as provided in amended SOO Section 6. Favorably assessed hotels shall be prioritized. When such a hotel cannot accommodate a complete crew, the Prime must identify the proposed hotel and its pending status to AMS before placement. Use while assessment is pending requires AMS’s written use decision under the applicable risk-acceptance authority and compliance with any CO-issued restrictions. Award of a contract or submission of a hotel for review does not, by itself, authorize traveler placement there.

Q27. Which route-planning source should a quoter use to demonstrate the 40-minute drive limit?

Answer: Google Maps is preferred. Another route-planning application is acceptable if the quotation includes the travel-time basis and supporting evidence. Every proposed hotel must meet the 40-minute drive limit from the Spangdahlem Air Base Front Gate.

TRANSITION AND CURRENT PROVIDERS

Q28. Is there an incumbent lodging-agent contractor and UEI?

Answer: This is a new integrated lodging-agent requirement. Earlier lodging arrangements were made through contracts directly with local hotels. there is no incumbent integrated lodging-agent contractor or incumbent-agent UEI to identify. The selected Prime must establish its own hotel agreements. Existing contracts and deposits do not transfer to the Prime.

Q29. Will the Government release the identities or contacts of hotels currently supporting the mission or provide transition information?

Answer: The Government will not publish a list of establishments currently hosting crews because of the security of the ongoing mission. A quoter may request available transition information or provider contacts from the CO under amended SOO Section 3.2.6. If information can be released, the Government will share it consistently with interested sources. No current provider’s participation is guaranteed.
