About this file

This is a Request for Quotations (RFQ) for integrated off-base lodging services for 726 Air Mobility Support (AMS) personnel stationed at Spangdahlem Air Base, Germany. The 52d Contracting Squadron is seeking quotations for commercial hotel accommodations within 40 minutes by car of the base. Quotations are due by 30 September 2026 at 0900 CEST, with questions due by 28 September 2026 at 1300 CEST. The anticipated purchase order date is no later than 1 October 2026, subject to funds availability. This is an unrestricted competition acquisition under FAR Part 12 for commercial services, not set aside for small business. The contract will be awarded to one offeror for either Alternative A or Alternative B at fixed room-night prices; quoters may submit one or both alternatives.

Alternative A requires a continuous 200-room block with a base period from 5 October through 31 December 2026 (17,600 room-nights) and three monthly options for January, February, and March 2027 (6,200, 5,600, and 6,200 room-nights respectively), totaling 35,600 room-nights. Alternative B requires 100 core rooms with up to 100 additional surge rooms on a seven-day reservation basis, with base core of 8,800 room-nights, base surge of NTE 8,100 room-nights, and monthly options with similar core and NTE surge structures, totaling 34,900 room-nights at full ceiling. Quoters must provide all-inclusive fixed room-night rates in USD or EUR, covering management, overhead, profit, and applicable nonexempt taxes, with prices not exceeding the government's planning reference of USD 229 per room-night. Evaluation will be based on Technical Merit (most important), Past Performance, and Total Evaluated Price (approximately equal to combined Technical Merit and Past Performance). Quoters must submit a proposed Performance Work Statement, facility commitments, quality surveillance matrix, past performance references, and required representations and certifications. Monthly invoicing and electronic payment through WAWF are required, with government inspection at service locations and acceptance by a designated government acceptor.

This is a combined synopsis/solicitation for commercial services under RFO Part 12 and the applicable Defense class deviations. Quotations are requested through this RFQ; no separate solicitation will be issued.

The Government will obtain written acceptance of the selected schedule and PWS before performance. Quotation preparation does not authorize costs on the Government’s behalf.

2.2 Funds availability

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available.

The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

4.3 Attachments and incorporation

Attachment Title / version Notes

1 Statement of Objectives – Integrated Off-Base Lodging Services for 726 AMS, 23 Sep 2026

PWS preparation; see below.

The accepted contractor PWS, performance standards, and assessment methods will be incorporated into the award.

The SOO guides that submission; the Government QASP remains separate. The CO will provide the COR’s written designation.

5. QUOTATION INSTRUCTIONS — ADDENDUM TO RFO 52.212-1

For submission and evaluation, “offer” and “offeror” mean “quotation” and “quoter”. Submit the following information:

5.1 Submission.

Email an English-language quotation to both contacts in Section 1 by the stated closing deadline. Put the RFQ number in the subject. Late submissions are governed by RFO 52.212-1(c). For files exceeding email limits, request a DoD SAFE drop-off link early enough to meet the deadline.

5.2 Identity and registration.

Provide the legal name, address, UEI, CAGE/NCAGE, and authorized contact matching the active SAM record. Active SAM registration is required at quotation and award.

5.3 Pricing.

Quoters are encouraged to price both alternatives, but may quote only one. Complete every base and option CLIN for each alternative submitted. Mark the other “Not quoted” and briefly explain why it could not be priced. Identify the currency and any proposed favorable cancellation or release terms. Prices should not exceed the Government’s planning reference of USD 229 per room-night, including all charges; this is not a price entitlement.

5.4 Proposed Performance Work Statement.

Submit a proposed PWS addressing the technical and schedule objectives outlined in the SOO. One PWS may cover both alternatives but must clearly identify differences in the capacity, surge, and transition arrangements. State the performance methods, standards, responsibilities, dependencies, and exceptions. A capability statement or restatement of the SOO is not sufficient.

5.5 Facilities and commitments.

Provide the nonpublic proposed hotel annex required by SOO 4.2, with capacity by period and alternative and evidence of firm or award-contingent commitments. For B, demonstrate how qualifying seven-day orders will be fulfilled. Request available transition information or current provider contacts from the CO if needed.

5.6 Quality and surveillance.

Include the performance and surveillance matrix required by SOO 4.4 within the technical submission.

5.7 Past performance information.

Provide up to three Government or commercial references for work performed within the previous three years. Include scope, size, dates, customer contact, and relevance to the proposed service.

5.8 Representations and certifications.

Complete Section 7 and the applicable responses in Section 9 and incorporated provisions. Identify changes to SAM representations if applicable. The apparent successful quoter shall provide the 52.222-56 certification before award when required.

5.9 Validity and exceptions.

Keep prices valid for at least 60 calendar days after closing. List exceptions and proposed changes in one section.

Performance methods may vary but must meet the selected alternative’s requirements. Quotation preparation and preaward reservation costs remain the quoter’s responsibility.

REVIEW DRAFT • 24 SEP 2026 | 4 of 10

5.10 Questions and communications.

Send questions to both contacts in Section 1 by the stated questions deadline. Submit nonpublic hotel allocations and operational information only through nonpublic channels. Material answers and amendments will be provided consistently to all interested vendors.

6. EVALUATION AND BASIS FOR AWARD

The Government will compare each complete alternative quoted using Technical Merit, Past Performance, and Total Evaluated Price. Technical Merit is more important than Past Performance; together they are approximately equal to Price. Quoting only one alternative carries no evaluation penalty. There is no predetermined preference for A or B.

6.1 Technical Merit

Technical Merit measures the credibility and effectiveness of the proposed PWS and supporting evidence against the SOO. Failure to meet a mandatory requirement may make the quoted alternative ineligible. The Government will assess:

6.1.1. Capacity and continuity: hotel commitments, startup readiness, monthly continuity, and recovery from shortages. For B, assess the ability to fill every qualifying seven-day surge reservation. Compare A’s immediate 200-room availability with B’s smaller standing commitment and seven-day additional-room process.

6.1.2. Crew integrity and rest: same-hotel crew placement, location and room standards, daytime and overnight rest, and turnover.

6.1.3. Access and service recovery: short-notice and overnight assignments, key or credential controls, Government interfaces, and recovery from access failures.

6.1.4. Security and privacy: the approach to SOO Section 6 assessments, interim-use decisions, corrective action, and protection of personal and operational information. Undisclosed assessment criteria will not be used to evaluate quotations.

6.1.5. Management and reporting: hotel payments, accurate records, weekly reporting, WAWF readiness, quality control, and proposed Government surveillance.

6.2 Past Performance

The Government will consider work performed within the last three years, including similarity of capacity, multi-hotel coordination, short-notice placement, supplier administration, and customer support. Information may come from references, CPARS, and other Government or commercial sources. A quoter with no relevant past-performance record will receive a neutral assessment.

6.3 Price

Total Evaluated Price is the sum of the unit price multiplied by the full scheduled quantity for every base and monthly-option CLIN. For Alternative B, include all core quantities and 100% of each x002 quantity. Calculate one total for each alternative quoted.

Include all required charges and applicable nonexempt taxes. Prompt-payment discounts are excluded. Currency conversion follows 52.225-17 in Section 9. Evaluation of the full surge ceiling does not commit the Government to order that quantity.

The CO will determine that prices are fair and reasonable before award.

6.4 Responsibility and selection

The Government will determine responsibility before award and may request evidence of financial resources, hotel-payment capacity, registration, authorization to perform, and ability to meet the schedule. Available SPRS information will be considered under 252.204-7024.

The Government may request clarifications or revised quotations. Award will be made to the responsible quoter whose complete alternative provides the best value under the stated factors. A higher-priced quotation may be selected when its benefits justify the price difference. The comparison will consider A’s continuous 200-room availability and B’s smaller standing purchase with seven-day surge ordering. A quotation that does not include both Alternatives accepts the risk that they will not be considered for award if the Government selects an Alternative that was not submitted with the quotation.

6.5 Ombudsman

An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman:

9. FULL-TEXT PROVISIONS, CLAUSES, AND ADDITIONAL TERMS

52.217-9 — Option to Extend the Term of the Contract (MAR 2000)

(a) The Government may extend the term by written exercise of the applicable monthly option no later than 15 December 2026 for January 2027, 15 January 2027 for February 2027, and 14 February 2027 for March 2027. No separate preliminary notice is required. The Government may provide earlier forecasts; forecasts do not exercise an option or authorize costs.

(b) Exercise continues the selected A or B arrangement without interruption. Under B, exercise activates and funds that month’s core and NTE surge CLINs together. Reservation notices may then be issued for lodging dates within that month. The quoted rates and seven-day reservation requirement remain unchanged.

52.225-17 — Evaluation of Foreign Currency Offers (FEB 2000) If the Government receives quotations in more than one currency, it will convert EUR prices to USD using the European Central Bank’s USD-per-EUR reference exchange rate in effect on the quotation closing date when award is based on initial quotations, or the common final revised-quotation due date when revisions are requested. If no reference rate is published that day, use the most recent preceding published business-day rate. Multiply EUR by the stated USD-per-EUR rate. This evaluation conversion does not change the currency or fixed rates of the awarded contract.

Contract administration and authorized changes The CO will designate the COR, acceptor, and AMS personnel authorized to issue reservation notices, and identify their responsibilities and limits in writing to the Prime. AMS may assign travelers within reserved capacity. Only the CO may change contract ceilings, periods, unit prices, standards, or other terms.

Alternative B—funded NTE surge CLINs

1. Contract commitment and funding. Each active x002 CLIN will be fully funded at its NTE amount at award or option exercise. The contract establishes the Prime’s seven-day surge obligation at the stated fixed room-night rate.

The Government purchases the core and pays x002 for additional reserved room-nights furnished and accepted. An unused x002 balance is not payable unless expressly purchased.

2. Reservation notices. The CO or an AMS official authorized under the accepted PWS may send the reservation notice described in SOO 3.2.4 to the Prime’s designated email address. A qualifying notice is binding when issued and implements the existing contract. No separate task order, delivery order, modification, price negotiation, or contractor acceptance is required. Notices must remain within the active CLIN’s dates, available quantity and funded balance, and daily room limits. The PWS seven-day notice and performance requirements apply.

3. Balance control. Deduct the full quantity and fixed-price value of each reservation from the available CLIN balance when issued, including future lodging nights. Track reservations, accepted services, and payments separately; do not deduct the same room-nights twice when invoiced or paid. Release quantities and amounts only under the contract’s cancellation, reduction, or credit terms. Keep each CLIN balance separate and include it in the existing weekly report.

4. Period-end reconciliation. After each period, reconcile reservations, accepted services, invoices, and remaining liability. Invoices including quantities purchased under the NTE surge CLIN shall include this information as an attachment. The CO will deobligate quantities not used after each period end-date.
