About this opportunity
The Library of Congress seeks a contractor to demonstrate the feasibility of ultra-high density optical data storage for long-term preservation of its digital collections, with Phase 1 proposals due October 27, 2026 at 2:00 PM Eastern Time. The procurement is unrestricted with no set-aside. Amendment 0001, issued October 15, 2026, updated evaluation criteria and added Q&A responses; all other terms remain unchanged.
Place of performance is Washington, DC. The contractor must encode, validate, and store 1 terabyte of the Library's digital data (spanning video, audio, images, and text formats) onto high-density optical media, achieve 100% data recovery, design media capable of 50-year preservation at specified environmental conditions, and produce an artistic/educational tabletop display (fitting within 45 square centimeters and no taller than 60 centimeters) for Library spaces. The contract runs February 1, 2027 through January 31, 2028 on a firm-fixed-price basis. All costs—labor, materials, overhead, profit, and shipping—must be included in the fixed price with no separate reimbursement for travel or shipping; payments are deliverable-based only, within 30 days of Contracting Officer's Representative acceptance.
The solicitation employs a two-phase best value trade-off evaluation. Phase 1 (due October 27) requires Technical Understanding of Requirements/Corporate Experience (offerors must demonstrate two completed or ongoing projects from the past five years of similar scope) and solicitation acknowledgement forms. The Library will provide advisory notifications to up to five offerors; however, all respondents may proceed to Phase 2. Phase 2 requires Technical Approach/Management Approach (16-page maximum plus attachments) and firm-fixed Price proposals submitted via Excel with CLIN structure and Schedule of Payments. Technical factors are weighted significantly more important than price. The NAICS code is 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services); PSC is 7K20 (IT and Telecom—Storage Products). No budget is disclosed. This is the Library's first procurement of this requirement.

10/15/2026 AMENDMENT 0001
The purpose of this solicitation amendment is to provide Amendment 0001 and all related updated solicitation attachments, which will provide responess to all questions submitted timely to the Library of Congress by interested parties and potential offerors. All other solicitation terms and conditions remain unchanged.

The Library of Congress, hereinafter referred to as the “Library” or “LOC”,” is exploring innovative preservation methods for its digital collections. The LOC is seeking to determine the feasibility of utilizing ultra-high density optical data storage designed for the long-term preservation of a subset of the Library’s digital collections. Currently, the Library manages over 1 billion unique objects of digital preservation data (~33 petabytes) via traditional storage methods. For longevity and reduced migration intervals, it may be reasonable for this portion of data to be permanently stored on a novel medium. The focus would be on a solution that exhibits high areal density, a long lifespan, reduced maintenance/migration cycles, is immutable, and displays a high level of durability. The Library aims to demonstrate the feasibility of an innovative optical data storage solution as a high-density, scalable, and durable medium for storing its preservation collection.
The Library wishes to examine the feasibility of this method on a small subset of its digital collections. To be successful, a variety of data formats—including video, audio, text, and images— must be encoded onto the media, errors must be detected/recorded, preservation techniques must be validated and select data must be recalled/read with high fidelity. This work will contribute to the boundary pushing field of high-density optical data storage while pushing the boundaries of access and preservation.
The desired outcomes of this requirement are as follows:
- The successful writing of 1TB of the Library’s digital data in various formats (video, audio, images, text) onto a robust high-density optical media designed to outlast legacy storage solutions at a higher areal density.
- The determination of the accuracy of the writing process by demonstrating early-stage error detection and ultimate 100% recovery of data.
- The documentation of successful processes, shortcomings, error rates, timelines, potential solutions to issues, risks, trends, and technological improvements throughout the period of performance as they pertain to the media of choice.
- Proof of concept for the potential indefinite storage approach of the Library’s data on a novel optical storage medium.
- The successful recall and reading of all Library-furnished digital files that have been encoded on the media of choice.
- The isolation of a subset of the data will be carefully curated and stored for the purposes of an educational and artistic display. This will used for educational and display purposes for Library visitors.
