About this file
This is an example Project Management Plan (PMP) template provided by the Library of Congress for informational purposes to guide offerors responding to Solicitation 030ADV27R0004. The template outlines the required structure and content elements that contractors must address in their proposed project management plans, though offerors may submit plans in their own format provided all required information is included. The document does not contain specific products or services requirements, response dates, award dates, or pricing terms; rather, it serves as a guidance document to assist contractors in organizing their management approach for the novel high-density optical data storage project.
The template specifies that contractors must address project information, scope, assumptions, constraints, dependencies, and project deliverables related to transferring a designated selection of the Library's digital collection onto synthetic DNA or novel high-density optical media. Additionally, offerors must detail their approach to risk management (including risk manager identification, review frequency, and risk register location), communications management (including designated communications manager(s) and frequency), change management processes, schedule management, subcontractor management (if applicable), and quality control measures (including quality objectives, processes, procedures, standards, metrics, and risk mitigation strategies). The plan must also include an organizational chart displaying personnel roles and reporting structures. All proposed assumptions, constraints, and dependencies must comply with the Statement of Work requirements and contract clauses without conflict.

Related Documents
List of documents that should be used for reference to this PMP.
Scope
The Contractor shall develop a comprehensive plan and implement a process to transfer a designated selection of the Library’s digital collection onto/into synthetic DNA a novel high-density optical media to determine the feasibility of the Library utilizing this method as a long- term storage solution. The Contractor shall employ techniques for long-term storage of the encoded DNA optical media, accurately identify specific data selected by the Library from the storage solution, accurately read items selected by the Library, display the scalability of their processes, and employ validation methods to determine the accuracy of the writing process (error rates) every critical stage (encoding, writing, storing, decoding, and data recovery).
Assumptions
List the known assumptions of the project and the proposed approach to providing requirements. Assumptions cannot conflict with meeting the requirements of the SOW or with the clauses of the contract.
Constraints
List the known constraints of the project and the proposed approach to providing requirements. Constraints cannot conflict with meeting the requirements of the SOW or with the clauses of the contract.
Dependencies
List the known dependencies of the project and the proposed approach to providing requirements. Dependencies cannot conflict with meeting the requirements of the SOW or with the clauses of the contract.

State known risks, including pre-proposal error rates, to the technical approach/ requirements.
Risk Mitigations
State mitigation strategy for known risks listed above.
Communications Management/ Plan
Communications Manager(s)
Enter who will manage project communications (This may be one or multiple depending on the required reports, but personnel must be designated, and their scope of communications responsibility must be clear.)
