About this file
This document is Amendment 0001 to Solicitation 030ADV27R0004 issued by the Library of Congress Contracts and Grants Directorate, effective October 15, 2026. The amendment updates four sections of the original solicitation: Section I (confirming the applicability of FAR 52.225-5 Trade Agreements), Section J (adding two attachments: an Example Project Management Plan Template and a Questions/Answers document, both dated 10-15-26), Section L (updating proposal submission instructions for best value trade-off evaluation), and Section M (updating evaluation criteria for best value trade-off). Phase 1 proposals remain due Tuesday, October 27, 2026 at 2:00 PM Eastern Time.
The solicitation seeks three deliverables under a firm fixed-price contract with a performance period of February 1, 2027 to January 31, 2028: (1) Project Reporting Deliverables (1 LOT), (2) Encoding, validating, storing, and sequencing 1TB of data to high-density optical media of choice (1 LOT), and (3) Artistic/educational display for use in Library spaces (1 LOT). The acquisition follows a two-phase best value trade-off process. Phase 1 evaluation focuses on Factor 1—Technical Understanding of Requirements/Corporate Experience (offerors must demonstrate understanding and provide two completed/ongoing projects from the past five years similar in scope to the services required). Offerors not among the most highly rated will receive an advisory notification recommending whether to proceed to Phase 2; however, all respondents may participate in Phase 2 regardless. Phase 2 requires submission of Factor 2 (Technical Approach/Management Approach, 16-page maximum plus attachments) and Factor 3 (Price, submitted as firm-fixed-price via Excel with CLIN structure and Schedule of Payments). All costs including labor, materials, overhead, profit, and shipping must be included in the fixed price with no separate travel or shipping reimbursement. Proposals must be submitted electronically in Adobe PDF format with specific formatting requirements (8.5 x 11 inches, single-spaced, 1-inch margins, Times New Roman 10-12 point font). Offerors must submit solicitation acknowledgement forms (SF1449 and SF30) confirming compliance with all solicitation terms and amendments.

SECTION M - EVALUATION FACTORS FOR AWARD
M.1 LC52.215-2 EVALUATION - BEST VALUE TRADE-OFF (FEB 2020)
M.1 Evaluation Methodology & Process
This acquisition is being conducted under FAR subpart 13.5- Simplified Procedure for Certain Commercial Products and Commercial Services. The Government intends to use a two-step advisory down-select/ best value trade-off approach to evaluate offers utilizing the factors and consideration steps listed below in section M.2
Award will be made to the offeror whose proposal is determined to offer the “Best Value” to the Library after consideration of all evaluation factors.
A “trade-off” approach will be performed through an integrated assessment of price and non-price factors. Offerors are advised that the Government may evaluate proposals and award a contract without discussions; therefore, the offeror's initial proposal should contain the offeror's best terms and conditions. The Government also reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. In the event discussions are held, a competitive range determination may be made. If the Contracting Officer determines that the number of proposals in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
Note: The term “offeror” shall be construed to include subcontractors, consultants, and related entities in an offeror's proposal.
M.2 Evaluation Factors and Two-Phase Consideration
Best Value will be determined through the evaluation of the following factors:
Phase 1 Phase 2
Factor 1: Technical Understanding of Requirements/ Corporate Experience
Factor 2: Technical Approach
Factor 3: Price
Offerors should note that Phase 1- Factor 1 evaluation criteria is equal to Phase 2 Factor 2 evaluation criteria. Phase 2 evaluation criteria are listed in order of importance with highest being Factor 2- Technical Approach/Management Approach and lowest being Factor 3- Price. Both Phase’s evaluations will be considered in the final award decision. Note that Factors 1-2 are considered significantly more important than price. Please see details below in section M.2.1 for details on Two-Phase Consideration process.
Any quotation that is non-compliant with any requested submission requirements of this RFP may immediately be removed from further consideration
M.2.1 Two-Phase Consideration
The government is employing as two-phase consideration process for this solicitation. Phase 1 in which offerors will submit their response to Factor 1- Technical Understanding the Requirements will occur first. After the Government completes evaluation of Phase 1, offerors will receive an advisory notification via email from the Library. This notification will advise the offeror of the Government’s advisory recommendation to proceed or not to proceed with Phase 2 in which offerors submit Factors 2-4 in accordance with instructions listed in Section L of this solicitation.
Offerors who were not among the most highly rated in Phase 1 will be advised that they are unlikely to be viable competitors, along with the general basis for the Library’s advisory recommendation. The intent of this advice is to minimize development costs for those offerors with little to no chance of receiving an award. However, notwithstanding the advice provided by the Government in response to their Phase 1 submissions, all respondents may participate in Phase-2.
The Government intends to provide no more than 5 offerors with an advisory notification to proceed. However, the Government’s advice will be a recommendation only, and offerors who are advised not to proceed may elect to continue their participation in the procurement.
The Government does not intend to provide debriefings after the completion of the advisory notifications. Failure to participate in Phase 1 of the procurement precludes consideration of an offeror for award. Offeror submissions will not be accepted from offerors who have not submitted Phase 1 Proposals by Tuesday October 27 2026 (10/27/2026) 2pm Eastern Time as stated in Section L.2.2. L.2.1.1 in this solicitation. Phase 2 submission instructions will be included in advisory notices.
M.2.2 Evaluation of Factors
M.2.2.1 Factor 1- Technical Understanding of Requirements/ Corporate Experience
Understanding of Requirements
The Library will evaluate the Offeror’s proposal for their proven understanding of requirements/ objectives and how the deliverables would be provided. The Library will evaluate the offeror’s proposal for likelihood of successful performance as demonstrated by the offeror’s understanding of requirements as demonstrated by their narrative.
Corporate Experience
The Library will evaluate the Offeror’s Corporate Experience examples to assess the extent to which they demonstrate the Offeror’s and, if applicable, any proposed Subcontractor’s technical expertise and proven ability required to provide the services/deliverables required in this solicitation as listed in Section C.4. The Library will evaluate the Offeror’s and, if applicable, Subcontractor’s Corporate Experience examples for relevancy to requirements and will assess the degree to which the examples display the likelihood of successful performance.
M.2.2.2 Factor 2 – Technical Approach/Management Approach
Technical Approach
The Library will evaluate the degree to which the Offeror’s technical approach will ensure fulfillment of all objectives stated in the Statement of Work and minimize risk to the Library. Offerors that exceed the requirements/objectives in a beneficial way may be rated better for their technical approach. Offerors that merely restate the solicitation requirements/objectives may be rated as low confidence. More favorable ratings will be given to offerors whose Key Personnel- Project Manager meet the skill set outlined in Section C.6 and have Project Management Institute (PMI) – Project Management Professional certification(s).
Management Approach
The Library will evaluate the extent to which the submitted Management Approach narrative and Project Management Plan and their respective quality control measures, communications plan, risk mitigation along with general management approach demonstrates an ability to manage the delivery and oversight of requirements. The Library will also consider the degree to which proposed management methods will ensure the quality and timeliness of deliverables/ fulfill objectives for the contact. The Library will assess the level of risk in the offeror’s ability to provide quality control and manage performance of the requirements identified in Section C of the solicitation.
M.2.2.3 Factor 3 – Price
The Library will assess the reasonableness of the proposed pricing for each of the deliverables identified in the solicitation as well as the reasonableness of the total price of the proposal. The Library will add the price for each CLIN to establish a total evaluated price. The Library will evaluate the Offeror’s proposed schedule of payments on the basis of whether the invoiceable deliverables are the tasks listed in section C, correlates with their proposed technical approach and represent materially balanced pricing.
Award may be made to a Contractor that is not the lowest priced, if it is determined that a higher price will yield a better technical solution, although the Library will not pay a significantly higher price for a slightly better technical solution.
M.3 Award on Initial Responses in Phase 2
The government may select the best-suited contractor from initial responses to Phase 2 proposals, after evaluating proposals on all evaluation factors, without engaging in exchanges with contractors. Contractors are strongly encouraged to submit their best technical solutions and price in response to this solicitation.
M.4 Evaluation Scales
Offerors will be evaluated on a confidence ratings scale from Low Confidence to High Confidence. Any offerors who are rated Low Confidence in any technical factor will not be considered for award.
Factor 3-Price will be evaluated as shown in Section M.2.2.3 and will not be rated with a confidence rating.
M.5 Exchanges with Best-Suited Offeror
The decision to advise any offeror to not submit a Phase 2 proposal through the two-step advisory down select procedure will not constitute the establishment of a competitive range, as described in FAR 15.306[c], and it will not obligate the government to conduct discussions or to solicit or entertain proposal revisions. However, the government reserves the right to communicate with any, all, or none of the offerors prior to determining the best-suited contractor if it is in the government's best interest to do so.
The government also reserves the right to communicate with the government determined best-suited offeror (i.e., the apparent successful contractor) and reserves the right to communicate with only that offeror to address any remaining issues, if necessary, and finalize an award with that offeror. These issues may include technical and price.
If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the government, the government reserves the right to communicate with multiple offerors to find the best-suited offeror.
