This is a Questions and Answers document for Library of Congress solicitation 030ADV27R0004 regarding Novel High-Density Optical Data Storage. The document addresses 30 questions and clarifications submitted by potential offerors, with responses provided by the Library of Congress contracting team prior to the October 13, 2026 deadline for question submission.

Key clarifications include: this is the first procurement of its kind with no incumbent; the Library plans to award to a single vendor and will not disclose budget information; there are no specific tests mandated for demonstrating 50-year media durability, with offerors able to propose methodologies such as ISO/IEC 16963, Eyring methods, or Arrhenius methods; the educational/artistic display must be tabletop format fitting within 45 square centimeters and no taller than 60 centimeters; offerors should expect a maximum of three Library-selected data retrieval requests during performance; no reading equipment delivery is required, as validation demonstrations can occur at the contractor's facility or virtually; the Library will not obtain rights to proprietary software, only open-source software; foreign subcontractors and work performed outside the United States are permitted; and schedule of payment proposals must include deliverable-based justification with no progress payments without accepted deliverables. The document also corrects several solicitation references, confirms that FAR 52.225-5 Trade Agreements applies to delivered media and display, and clarifies that the prime offeror's corporate experience examples are included within the 8-page Volume I submission limit.

Question #Page #Section NumberReference TextQuestions or Other ObservationsLibrary of Congress Response
1N/AGeneralIs there an incumbent? There is no incumbent for this procurement. This is the first time the Library of Congress (LOC or Library) is seeking these specific requirements. The LOC did issue a related but different objectives requirements under the same appropriations in 2025, LCCIO25C0005 - LOC Synthetic DNA Data Storage to University of Washington for a total of $2,350,756.00 and a Period of Performance of 09/15/2025-09/14/2026.
2N/AGeneralCan the LOC share their budget for this requirement? The LOC will not share its budget for this requirement.
3N/AGeneralDoes the LOC plan to engage a single or multiple suppliers? Is there any requirements to coordinate the artistic/educational display with other suppliers? The LOC plans to issue the pending contract to a single vendor. There is no requirement to coordinate with other suppliers for the artistic/educational display item. Subcontracting is permitted.
4N/AGeneralAt what point does the SAM.gov registration need to be complete to meet the RFP schedule. In accordance with L.1 FAR 52.204-7 System For Award Management (Nov 2024) "An Offeror is required to be registered in SAM when submitting an offer or quotation and at time of award."
5CLIN#2Novel High Density Optical Data StorageGiven the cost to write is in the writer/reader, media and labor would a milestone based payment schedule with an initial payment at start be a possible?Section L.2.1.2.b of the RFP states "Offerors shall submit their firm-fixed price proposal as an excel file in which one tab displays the proposed CLIN structure with pricing and another tab displaying the proposed Schedule of Payments." The offeror can propose a schedule of payments that meets their business needs to best execute the project plan. Although, there must be justification for said schedule of payments and deliverables must be received and accepted prior to invoices being approved. The Library will not make progress payments without deliverables.
6C4.2.3Data Retention and ReliabilityAre there any required tests? E.g. ISO/IEC 16963There are no specific tests required for this pilot. The range of media that could fulfill the goals of this pilot is too broad. Therefore, offerors should communicate how they will analyze the durability of their media to show its longevity. ISO/IEC 16963 could be proposed as a means to achieve this if the proposed media falls within the formats governed by the standard, or it could be modified for media formats that are not governed by the standard (i.e. utilizing the Eyring and Arrhenius methods). Ultimately, it will be up to the offeror to decide how they will adequately show the durability of their product.
87C.4.2.1.bThe COR and designated LOC staff must be able to confirm validation for acceptance purposes.Section C.4.2.1.b requires that the COR be able to confirm validation for acceptance. Must the Contractor deliver reading equipment to the Library for that confirmation? No, the contractor does not have to deliver reading equipment to meet this requirement. This task may be accomplished with a site visit by the COR to the contractor's facility or could be confirmed virtually via a video conferencing platform. A validation demonstration will fulfill this requirement.
97C.4.2.1.bDeliver (ship) the entire 1TB dataset, preserved onto the medium of choice and contained within the permanent storage solution, to the Library.Section C.4.2.1.b requires delivery of the entire 1TB dataset on the medium of choice. How many physical copies of the written media does the Library require to be delivered? The number of copies to be delivered should be defined in the project plan developed by the contractor. The required redundancy of the media will be an factor for analysis by the LOC at the completion of this pilot project. The number of physical copies should provide enough redundancy to ensure data recovery within the 50 year timeline described in the solicitation.
109C.4.2.5.bRetrieve the requested data from the dataset in its entirety at least once per phase.Section C.4.2.5.b requires retrieval of the dataset in its entirety at least once per phase, and Section C.4.2 defines no phases. How many full 1TB retrievals should offerors price? The reference to 'phases' is to account for any project plans that may utilize a phased approach to process the data. A phased approach is not required and therefore a project plan may only have one 'phase'. All data must be recovered at least once.
119C.4.2.4.b and C.4.2.5.dImplement retrieval mechanisms that make it possible to access the desired files in ≤7 days. [...] Smaller scale retrieval, in the KB scale, will also be necessary to assess the capabilities of the technology (see C.4.2.4.a).Sections C.4.2.4.b and C.4.2.5.d require retrieval of files the Library selects. How many Library-selected retrieval requests should offerors price over the period of performance? The offeror should expect a maximum of 3 specific retrieval requests throughout the period of performance.
1210C.4.2.6.aEnsure that the Library’s data will be recoverable from the delivered media by any party for the future. This includes measures such as storing recovery instructions alongside the media to ensure recovery is possible regardless of the Contractor’s continued participation in the marketplace.Section C.4.2.6.a requires recovery by any party, and the solicitation contains no rights-in-data clause. What license rights does the Library require in the Contractor's encoding and decoding software?None. The Library will not obtain any rights to proprietary software. Open source software shall be provided to the Library. The intent of the language in these sections is to require the offeror to propose and execute futureproofing methodology surrounding their data recovery to allow the Library to fully analyze the current risks associated with the chosen solution. There is not a singular, correct answer on how to achieve this.
138C.4.2.3.bThis display can take many forms but must be modest in size, offline, low maintenance, and not requiring a power source.Section C.4.2.3.b requires a display that is modest in size. What are the maximum dimensions the Library will accept for the display? The display should be a tabletop format, be able to fit into an area that is 45cm2, and be no taller than 60cm.
148C.4.2.3.aThe storage mechanism shall ensure the integrity of the chosen media for a minimum of 50 years on the Library premises at or below 35°C (there is no minimum temperature) in an indoor environment with minimal humidity or UV controls.Section C.4.2.3.a requires the storage mechanism to ensure media integrity for a minimum of 50 years. What evidence will the Library accept at delivery to show that this requirement is met?NOTE: This is the same response as provided for Question No. 6. There are no specific tests required for this pilot.
1528 and 32I.3 (52.212-5(b)(50)) and I.6I.3: "[] (50) 52.225-5, Trade Agreements (NOV 2023)" is not checked. I.6: "52.225-5 TRADE AGREEMENTS (NOV 2023)" is printed in full text.Section I.6 prints FAR 52.225-5, Trade Agreements, in full text, while Section I.3 leaves 52.212-5(b)(50) unchecked. Does the Trade Agreements clause apply to the media and display delivered under this contract?FAR 52.225-5 Trade Agreements is applicable to this contract. Section I.3 has been updated to have 52.225-5 Trade Agreements checked.
1655 and 1L.2.1.1.b and SF 1449L.2.1.1.b: "Offerors must provide a signed copy of the solicitation SF1449". SF 1449: "OFFEROR TO COMPLETE BLOCKS 12, 17, 23, 24, & 30".Section L.2.1.1.b requires a signed SF 1449 in Phase 1, while price is submitted in Phase 2. Should offerors leave SF 1449 blocks 23 and 24 blank in the Phase 1 submission? As stated in Section L.2.1..1.b the offeror's signature on the solicitations SF1449 and SF30 is to "to confirm that the Offeror has read and agrees to comply with the terms of the Solicitation... and Solicitation Amendment". "This does not constitute a legally binding agreement to award between the LOC and the offeror." In other words, no information needs to be completed on the SF1449 or SF30 other than a signature from the offeror.
178 (PDF page)C.4.2.3.b; Section B, CLIN 0003"This display can take many forms but must be modest in size, offline, low maintenance, and not requiring a power source."How does the Library define "modest in size" for the educational and artistic display? Please provide any maximum dimensions and weight, and describe the type of space the display will occupy (for example wall-mounted, tabletop, or free-standing).NOTE: This is the same response as provided for Question No. 13. 289,10C.4.2.5; C.4.2.6Implement a decoding system that accurately reconstructs the original data… Ensure that the Library’s data will be recoverable from the delivered media by any party for the future.Does the Library expect the contractor to provide a reader/decoding device to the Library as part of the deliverables, or may all data retrieval and decoding during the period of performance be performed at the contractor’s or subcontractor’s facility, with the decoded data returned to the Library? If a reader is expected, should it remain with the Library after the period of performance? For the purposes of this pilot project, no read devices are required to be delivered unless the offeror deems it necessary. Data recovery can occur at the contractor's facility. The intent of the language in these sections is to require the offeror to propose and execute futureproofing methodology surrounding their data recovery to allow the Library to fully analyze the current risks associated with the chosen solution. There is not a singular, correct response on how to achieve this.
2913, 16C.7.2; F.2.2; I.6 (FAR 52.225-5)“The work under the contract will be performed at the Contractor’s Facility…”Are there any restrictions on the use of subcontractors that are foreign-owned or have foreign parent or affiliate companies, provided the subcontractor is a U.S.-incorporated entity? Is SAM registration required for subcontractors? May portions of the subcontracted work (e.g., media production) be performed by the subcontractor’s affiliates at facilities outside the United States, or must all work be performed within the United States?Foreign subcontractors may be utilized. SAM.gov registration is not a requirement for subcontractors. Subcontractor work may be performed in facilities outside of the United States.
30N/AGeneralMay the same subcontractor or technology provider be proposed by more than one offeror? If so, how will the Library evaluate that subcontractor’s corporate experience and technical approach across multiple proposals, and are there any organizational conflict of interest or exclusivity concerns the Library would apply?A subcontractor or technology provider may be proposed by more than one offeror. The responsibility is on the prime contractor (offeror) to provide information which indicates a committment has been obtained from any proposed subcontractor. This type of information may be viewed favorably during Phase 1 evaluations. Phase 2 will evaluate the offeror's technical approach, management approach, and price. Phase 2 submissions will describe how the offeror plans to utilize the subcontractor via the offeror's project plan. Project plans will not be identical and will differentiate offerors who are proposing the use of the same subcontractor. The Library has no concerns regarding organizational conflict as mentioned in this question.
