About this file

This is an Example Project Management Plan Template provided as a guide for offerors responding to RFP 030ADV25R0036 for the Library of Congress Synthetic DNA Data Storage project. The template does not specify required products or services but rather outlines the structured format and required content elements that contractors must address in their own project management plans. Offerors are permitted to propose alternative formats as long as they include all mandatory information specified in Section C.4.1 of the Statement of Objectives.

The template establishes comprehensive management framework requirements across nine key areas: Project Information (name, scope, assumptions, constraints, dependencies, and deliverables); Risk Management (including identification of a risk manager, review frequency, risk register location, known risks, and mitigation strategies); Communications Management (designating communication managers and establishing frequency and standardized reporting procedures); Change Management (routing all scope, schedule, or cost changes through the Contracting Officer); Schedule Management (software selection, update frequency, and task assignment communication); Subcontractor Management (reporting structure and responsibilities); and Quality Control (defining quality objectives, processes, procedures, standards, metrics, and risk mitigation). The template also requires submission of an organizational chart displaying personnel roles and reporting structure. All project changes must be formally managed through the Contracting Officer's Representative.
