About this opportunity
This solicitation has been cancelled. The USDA Forest Service sought installation of Thermoplastic Polyolefin (TPO) roof recover systems at Lincoln National Forest facilities in Ruidoso, New Mexico, with proposals due June 10, 2026, but issued a cancellation notice citing material changes in the requirement and indicating the need will be re-posted under a new solicitation.
The procurement was a Total Small Business Set-Aside under NAICS 238160 (Roofing Contractors), PSC Z2JZ. Work scope included TPO membrane installation with a manufacturer-backed 20-year No Dollar Limit warranty, minimum 60-mil membrane thickness, and full adhesion over existing roofing, along with handling of solar panel systems on three buildings by working around them or temporarily removing and reinstalling without additional Government cost. The contractor was required to commence work within 10 calendar days of notice to proceed and complete all work within 160 calendar days. The period of performance ran from June 17, 2026 to January 1, 2027. Davis-Bacon prevailing wages applied. Performance and payment bonds were required, as was a bid guarantee per FAR 52.228-1. All invoices required submission through the Department of Treasury's Invoice Processing Platform (IPP). An organized site visit occurred May 26, 2026 at 10:00 AM. Questions were due June 1, 2026 at 1:00 PM Central Daylight Time. Amendment 0002 uploaded 37 questions and answers and updated square footage documentation.
