About this file
This is Amendment 0002 to a firm-fixed price Request for Proposals (RFP) for roofing services issued by the USDA Forest Service, CSA Southwest Region, located in Albuquerque, NM. The solicitation number is 127EAX26Q0010, with an effective date of June 3, 2026. The amendment uploads Questions and Answers (37 total) and provides clarifications on roofing system requirements, site conditions, and project scope.
The project requires a TPO (thermoplastic polyolefin) roof recover system with a manufacturer-backed 20-year No Dollar Limit (NDL) warranty. Key specifications include a minimum 60 mil TPO membrane thickness, full adhesion of the membrane, and compliance with manufacturer-warranted roofing assembly requirements. The work is a roof recover (not a full tear-off) on multiple buildings, with localized removal permitted to address unsound conditions. The project involves three buildings with existing solar panels (hotshot building, main office, and engine tanker base building), which may be worked around or temporarily removed and reinstalled at the contractor's responsibility, including disconnect/reconnect and testing. All roofs have metal decks. Davis-Bacon wages apply. Offers must be submitted to contract specialist Troy McCullough at troy.mccullough@usda.gov prior to the deadline. The period of performance runs from June 17, 2026 to January 1, 2027. All invoices must be submitted through the Department of Treasury's Invoice Processing Platform (IPP) at https://www.ipp.gov, requiring contractor registration at https://www.ipp.gov/vendors/enrollment-vendors.html.
