About this file
This is a Statement of Work (SOW) for roof rehabilitation services at USDA Forest Service facilities located in Lincoln National Forest, Ruidoso, New Mexico. The project involves installing Thermoplastic Polyolefin (TPO) roof recover systems over seven existing buildings with metal and flat tar/built-up roofs, covering approximately 15,849 square feet total. The contractor must furnish all labor, materials, equipment, supervision, and incidentals necessary to complete the work, including full replacement of gutters and downspouts with corrosion-resistant materials. Work scope includes inspecting and preparing existing roof systems, installing manufacturer-approved TPO recovery boards and membranes with heat-welded seams, installing TPO flashing at all penetrations and transitions, and coordinating around two buildings with existing rooftop solar panel systems by either performing work around them or temporarily removing and reinstalling them without additional cost to the Government.
The performance period is 160 calendar days from Notice to Proceed. Contractor quality control requirements include submitting product data and installation details prior to mobilization, with the Contracting Officer's Representative conducting inspections at preparation completion, recovery layer installation, and final membrane/gutter/solar coordination stages. Any work not meeting contract requirements must be corrected at no additional cost to the Government. Required deliverables include a project schedule, manufacturer product data, as-built roof and gutter layouts, and final completion documentation. All work must comply with TPO manufacturer requirements, applicable ASTM standards, USDA Forest Service construction standards, and all applicable OSHA regulations and Forest Service safety requirements.

Remove and replace severely rusted or deteriorated metal panels where necessary.
Remove surface rust and apply corrosion-inhibiting primer.
Tighten all loose fasteners and replace missing or damaged fasteners with corrosion-resistant materials.
Clean roof surfaces and prepare seams, ridges, and penetrations for recovery system installation.
B. Flat / Tar (Built-Up) Roofs The Contractor shall:
Clean roof surfaces of debris, dirt, and loose material.
Inspect existing built-up roofing (BUR) for blisters, cracks, and soft areas.
Perform localized patching or repairs as required to provide a smooth, stable substrate suitable for TPO installation.
Ensure positive drainage prior to installation of recover components.
2.3 TPO RECOVER SYSTEM INSTALLATION
The Contractor shall install a manufacturer-approved TPO recover roofing system over all prepared roof surfaces, including:
Recovery Board / Separation Layer Install approved recovery board, insulation, or separation layer as required by the TPO manufacturer to provide a continuous substrate.
TPO Membrane Installation Install a fully adhered TPO membrane over all roof areas.
Heat-weld all seams to form a continuous watertight assembly.
Flashing and Detailing Install TPO flashing at all penetrations, walls, curbs, parapets, and transitions.
Integrate roof system with existing roof edges, drains, and penetrations.
2.4 GUTTERS AND DOWNSPOUTS
A. Remove and replace all existing gutters and downspouts on buildings included in this contract.
B. New gutters and downspouts shall be corrosion-resistant, properly sized, and securely attached.
