About this file
This file is a Questions and Answers document addressing contractor inquiries regarding the Lincoln NF Roof Rehabilitation project (Solicitation 127EAX26Q0010), a USDA Forest Service TPO recover roofing system installation contract.
The government clarified critical project specifications and implementation procedures. The contractor must install a minimum 60-mil TPO membrane with a manufacturer-backed 20-year warranty as a recover system—complete roof replacement is not permitted. Existing skylights on Building 1 will be roofed over, and solar panels on the Main Office Building, Fire Operations Building, and Tanker Bay Building must be worked around. Gutters and downspouts must be corrosion-resistant and appropriately sized, with contractors responsible for field verification of dimensions and quantities. The government confirmed that manufacturer-required pull testing and verification procedures are permitted after award and must be coordinated with the Contracting Officer's Representative (COR). No destructive testing or core cuts are required before award. The contractor must replace isolated deteriorated metal roofing panels as incidental work, provide localized drainage improvements as needed, dispose of all roofing debris in compliance with federal and local regulations, and maintain a designated material storage area provided by the government. The site visit was held on May 26, 2026, at 10:00 AM at 901 Mechem Drive, Ruidoso, NM 88345, with proposals due June 10, 2026, at 1:00 PM Central Daylight Time.

ADDITIONAL CONTRACTOR QUESTIONS AND GOVERNMENT RESPONSES
Q38. Building 1 contains four existing skylights. If converting from metal roofing to a TPO recover system, will the skylights remain or be roofed over?
A38. The existing skylights on Building 1 shall be roofed over as part of the roofing rehabilitation project.
Q39. Buildings 1 and 2 do not appear to have roof decking. TPO manufacturers may require pull testing of the existing metal roof system. Will the Contractor be allowed to perform pull testing after award?
A39. Yes. The successful Contractor may perform pull testing and other manufacturer-required verification procedures after award as necessary to obtain the required roofing system warranty. The Contractor shall coordinate all testing activities with the COR.
Q40. The Contractor believes a complete roof replacement would be preferable to an overlay system. May the Contractor propose a complete roof replacement instead of the specified recover system?
A40. No. The Government's intent is to install a TPO recover roofing system as specified in the Statement of Work. Alternate approaches will only be considered if submitted in accordance with solicitation requirements and approved by the Government.
Q41. Are plans or drawings available?
A41. Any available drawings or facility records in the Government's possession will be provided to the successful Contractor. The Government does not guarantee the completeness or accuracy of existing drawings, and field verification is required.
Q42. Has roof core testing been completed on the existing roof systems?
A42. No roof core testing information is available. Contractors shall base their proposals on visible conditions and the requirements contained in the solicitation.
Q43. Please confirm which buildings contain rooftop solar panels.
A43. Existing solar panels are located on the Main Office Building, Fire Operations (Hotshot) Building, and Tanker Bay Building.
Q44. Please clarify required TPO membrane thickness and warranty requirements.
A44. The roofing system shall include a minimum 60-mil TPO membrane and a manufacturer-backed 20-year Q45. Please provide gutter and downspout material, gauge, size, profile, and approximate quantities.
A45. Gutters and downspouts shall be corrosion-resistant and appropriately sized for the building and drainage conditions. Contractors shall field verify dimensions and quantities necessary to complete the work.
Q46. Is replacement of damaged metal roofing panels incidental to the contract?
A46. Yes. Contractors shall include replacement of isolated deteriorated panels necessary to complete the roofing rehabilitation. Extensive concealed deterioration shall be reported to the COR upon discovery.
Q47. Are tapered insulation systems or crickets required to improve drainage?
A47. Contractors shall provide localized measures necessary to maintain positive drainage where required by the selected roofing system. Major drainage redesign is not anticipated.
Q48. Is roof recover acceptable on all listed buildings?
A48. Yes. The Government's intent is installation of a TPO recover roofing system on all listed buildings, subject to field verification of existing conditions.
Q49. Will a designated material storage area be provided?
A49. Yes. The Government will coordinate a designated staging and material storage area with the successful Contractor during project kickoff. The Contractor shall maintain the area in a safe and orderly condition throughout the project.
Q50. Are bidders required to perform destructive testing or core cuts before installation?
A50. No. Destructive testing or core cuts are not required prior to award. Any manufacturer-required testing after award shall be coordinated with the COR.
Q51. Is the Contractor responsible for disposal of roofing debris generated during construction?
A51. Yes. The Contractor shall properly remove and dispose of all waste materials generated as part of the project in accordance with applicable federal, state, and local regulations.
