Place of performance is Dover Air Force Base, Delaware. The work includes removal of approximately 150 existing fixtures, installation of direct-replacement LED luminaires meeting specified lumen requirements, installation of two Type 2 surge protective devices (SPDs) in the Main Distribution Panel and Panel A, and disposal of existing fixtures. All new luminaires must comply with NFPA 70 (2026 Edition), feature redundant support to prevent falling with maximum 1-inch horizontal movement under force, utilize dimmable drivers compatible with 0-10V, DALI, or DMX dimming, and include a 5-year manufacturer's warranty. Emergency egress and exit signs must be internally illuminated LED units compliant with NFPA-101 with self-diagnostic emergency power sources. SPDs must be Type 2 units rated per UL 1449 with specific surge current ratings (Panel MDP: 40 kA L-N/L-G/N-G, 80 kA L-L; Panel A: 20 kA L-N/L-G/N-G, 40 kA L-L), voltage protection ratings of 700V (L-N, L-G, N-G) and 1,200V (L-L) for 208/120V systems, surge life exceeding 5,000 surges with less than 10% degradation, and a 5-year warranty with visual malfunction indication and Form C dry contacts for remote monitoring.

Work must be performed during normal duty hours (7:30 A.M. to 4:30 P.M., Monday through Friday, excluding federal holidays) unless otherwise approved. Performance period is 90 days post-award, contingent on material availability. All contractor personnel must comply with security requirements including Criminal Background Investigation clearance for unescorted access, Antiterrorism Awareness Level I training, and Operations Security (OPSEC) compliance. Force Protection Condition escalation to Delta results in automatic service discontinuation.

The contract comprises two CLINs: CLIN 0001 for LED luminaires and materials (lot), and CLIN 0002 for labor for removal and installation (75 hours). A wage determination dated December 3, 2025 applies. Evaluation follows Lowest Price Technically Acceptable methodology with best value consideration. The government anticipates adequate price competition and intends award without exchanges. Amendment 0003 (May 6, 2026) added a Questions and Answers attachment addressing scope clarifications; the questions deadline remains May 1 at 1:00 P.M. EST.
