CONTRACTOR A
1. Ceiling Access: Confirm if any areas have fixed (GWB) ceilings requiring access panels for driver or SPD installation.
- The facility has a drop ceiling.
2. Dimming Controls: The SOW mentions dimmable drivers; please clarify if new dimming switches/low-voltage wiring are to be installed, or if "like-and-kind" replacement of standard toggles is the limit of work.
- Confirmation will be the contractor’s responsibility if luminaires other than those listed in the attachments are used.
3. SPD Mounting: Is there sufficient physical wall space or internal gutter space in Panel MDP and Panel A for the Type 2 SPDs, or are external enclosures required?
- Mount IAW UFC 3-530-01 3-4.1 Power System Surge Protection. Use Type 1 or Type 2 SPD and connect on the load side of a dedicated main circuit breaker of the associated equipment. Where multiple service main disconnects are used the device(s) should be placed as recommended by the manufacturer to protect the circuits. Locate as close as practical to the breaker with a maximum lead length of 3ft (900 mm). Integral SPDs with surge counters visible from the dead front of the panelboard and manufactured by the panelboard manufacturer are permitted. The SPDs must be rated as Type 1 or Type 2 and comply with UL 1449. The SPDs must include the thermal protection measures and overcurrent protection per UL 1449.
4. Phasing: Since this is an occupied space, will the 436 CES provide clear rooms on a "swing space" basis, or must work be performed around active personnel?
- Contractors will schedule with the facility manager to create an outage plan for rooms/areas. Facility will need to stay operational.
5. We also need to know if the ballast is PCB or non-PCB, and whether it is an electronic or a magnetic copper type.
- Contractor to field verify. Luminaires were install in 1989 and non-PCB ballasts were required to be labeled non-PCB.
CONTRACTOR B
1. Will the Romex wiring be replaced with MC?
- No. Existing wiring to remain.
2. Will ceiling tile replacement be handled by others? Also, the light fixture counts do not match between existing and proposed plans (17 in the hall on the new vs. 33 existing; 4 in the foyer of the new vs. 6 existing). Will this discrepancy require additional MC or Romex wiring?
- BLUF (Bottom Line Up Front):
Yes, the Government will consider "approved equal" fixtures in place of the exact models specified, provided the contractor submits a new photometric study and proves the alternative fixtures meet all performance, warranty, and compatibility requirements outlined in the SOW.
Detailed Submission Requirements:
If quoting an alternative fixture, contractors must include the following documentation in their submittal package for Government evaluation:
Requirement Description
Photometric Study Per SOW Section 1.2, if proposed luminaires differ from the provided photometric study, the contractor must submit a new lighting photometric study that complies with the layout in Atch.1.
Technical Data-Complete manufacturer cut-sheets and product specifications demonstrating the fixture matches the lumen output, color temperature, and physical dimensions of the specified model.
Dimming Compatibility-Documentation confirming the alternative fixture includes dimmable drivers compatible with 0-10V, DALI, or DMX dimming circuits (SOW Section 1.1.1).
Warranty Verification Proof that the proposed luminaire carries the required minimum 5-year manufacturer's warranty.
Mounting & Support Verification that the fixture can accommodate the redundant support requirements to prevent falling IAW NFPA 72 2026 Edition.
3. Are engineered drawings required as part of this package?
- See previous response.
4. Will the 9 recessed lights in the conference room be upgraded to LED, or are they to be removed?
- Recessed can lights are not part of this project.
5. Do the light fixtures need to match the specified models exactly, or are approved equals acceptable?
- See response to question 2.
CONTRACTOR C
1. What is the anticipated timeline for project start and completion?
- 90 days post-award, contingent upon material availability and procurement lead times.
2. What are the expected working hours for this project?
- Work shall be performed between 7:30 A.M. and 4:30 P.M., Monday through Friday, excluding federal holidays. Work outside these hours requires written authorization from the Contracting Officer. (SOW Sections 2.3.1, 8.1)
3. We plan to proceed room by room when replacing fixtures. If shutting off breakers is required, who should we coordinate with, and how much advance notice is needed given that classes will be in session?
- Facility manager. As much as possible to give the facility manager time to deconflict mission requirements and adjust facility operations.
4. Upon inspection above the ceiling tiles, existing electrical distribution appears to utilize Romex. Can the existing Romex be reused, or is replacement with MC cable or conduit required?
- Existing wiring to remain.
5. Can you provide one-line diagrams of the existing electrical system?
- If contract is awarded, we can provide our most current diagrams.
6. There appear to be approximately nine can lights in the conference room. Should these be replaced as well? If so, is there a preferred model similar to the specified 2x2 fixtures? Are existing can lights located in a hard ceiling? If so, are we expected to replace the entire can and will drywall repair be required?
- Recessed can lights are not part of this project.
7. There are several missing ceiling tiles. Should replacement of these tiles be included in our scope?
- Contractor is only responsible for replacing ceiling tiles that are damaged during removal/installation processes.
8. Does this project require bid bonds and/or performance and payment bonds?
- No
9. Please verify whether areas will be free of storage materials for clear work access.
- Yes. Facility manager will clear areas of work.
10. Attachment 2 (Quote Schedule) leaves the CLIN 0002 labor quantity blank for the quoter to populate.
The example table in Attachment 4, paragraph 7.b shows "75 HR" for CLIN 0002 labor. Please clarify:
a. Is 75 hours a Government-directed fixed quantity that all quoters must use, or
b. Is each quoter to estimate and propose its own labor hours? If the latter, will quoters proposing differing labor hours be evaluated on TEP only, or will labor-hour reasonableness be a separate evaluation consideration?
-75 HR is an example. Contractors will determine the HRs. Labor hours will be included in the total evaluated price.
11. CLIN 0001 is priced as a Lot. The SOW states "approximately 150 fully functional LED light fixtures, LED exit signs and 2 Surge Protective Devices," while the photometric Luminaire Schedule totals 152 troffers and does not list any exit signs or SPDs. Please provide a definitive Government bill of materials specifying the exact quantity of each:
a. Type H, L, and M troffers – 170.
b. LED exit/egress signs - 9
c. Type 2 SPDs - 2
d. Any other lighting controls or accessories required, so all quoters price to a common basis of estimate.
- All lighting controls are single pole toggle switches located in each room. Conference room may have two 3-way toggle switches. Controls for the canned lights are not part of this project.
12. The existing layout shows surface-mount incandescent fixtures in the Boiler Room. The photometric Area Summary lists "BLR_LPD" with 0 watts and the Calculation Summary lists "BLR_Workplane" with
0.00 fc average. Attachment 8 requires 20 fc average horizontal illuminance at 3'-6" AFF in mechanical/boiler rooms. Please clarify the Government's intent for the Boiler Room:
a. What type, quantity, and lumen output of luminaire is required?
- Use attachment 8 requirements.
b. Is a wet/damp-location and/or impact-rated fixture required?
- No.
c. Should the contractor design the Boiler Room solution and include it in CLIN 0001?
- Mech room light to be based on provided requirements, type will be contractor’s discretion.
13. The SOW requires LED-type, NFPA 101-compliant emergency egress luminaires and exit signs with self-diagnostic emergency power and lists "LED exit signs" among the deliverables. Attachment 7 shows existing T12U 40W troffer emergency lights and Attachment 9 contains no exit sign or emergency-fixture line items. Please provide:
a. The quantity and locations of exit signs required.
- There are 9 exit lights. Replace existing with like and kind LED luminaires.
b. The quantity and locations of emergency egress luminaires (separate fixtures or integral battery in selected troffers)
c. Required minimum runtime (90-min standard?)
- Yes. Comply with NFPA 101 Art. 7.9
d. Whether single-face, double-face, or directional indication is required.
- Replace existing with like and kind LED luminaires.
14. The SOW states, "Replace existing lighting controls with like and kind devices if existing controls are unserviceable," and requires drivers compatible with 0-10V, DALI, or DMX. Please provide
a. An inventory of existing controls (occupancy sensors, wall switches, dimmers, time clocks, low-voltage relays, daylight sensors) by room or panel.
- All lighting controls are single pole toggle toggle switches located in each room. Conference room may have two 3-way toggle switches. Control for the can lights are not part of this project.
b. The criteria and party (contractor or Government) responsible for the "unserviceable" determination
- Determination factor is if the toggle is turned on the lights turn assuming there is no issues with the circuit.
c. Confirmation that existing line-voltage switches/sensors are compatible with selected 0-10V dimmable drivers.
- Confirmation will be the contractor’s responsibility if luminaires other than those listed in the attachments are used.
d. Whether new code-required occupancy/vacancy sensing per IECC/ASHRAE 90.1 is in scope where not currently installed.
- Like and kind (toggle switch) where existing has failed only.
15. The SOW permits 0-10V, DALI, or DMX dimming. Please confirm whether the contractor may choose any of the three protocols, or whether one protocol is required to match existing/adjacent system architecture or to achieve a specific control function. If 0-10V is required, please state so explicitly to avoid pricing variance.
- Like and kind (toggle switch) where existing has failed only.
16. The SOW requires SPD diagnostics with Form C dry contacts "for remote monitoring." Please clarify whether the contractor is responsible for
a. Only providing SPDs with the contacts present – This is the correct application.
b. Running monitoring conductors to a designated termination point
i. If so, please provide the destination location and any required low-voltage cabling specifications.
c. Integrating the contacts into an existing BAS/EMS
i. If so, please provide the destination location and any required low-voltage cabling specifications.
17. The existing fixtures shown in Attachment 7 are T12U 40W troffers and surface-mount incandescent.
T12 lamps contain mercury and require Universal Waste handling under 40 CFR 273; ballasts of pre-1979 fixtures may contain PCBs requiring TSCA-compliant disposal. The SOW places "all" disposal responsibility on the contractor. Please confirm
a. The contractor is responsible for Universal Waste lamp disposal manifests
b. The contractor is responsible for testing and disposing of any PCB-containing ballasts at TSCA-permitted facilities at no additional cost
c. The Government will provide a temporary accumulation point on base or whether the contractor must remove waste daily.
18. Building 704 is not characterized in the solicitation by construction date. Disturbance of ceiling tile, ceiling grid, or wall surfaces during luminaire replacement may impact ACM or LBP. Please provide
a. The most recent asbestos and lead-based-paint surveys for B704, or confirm that the work areas have been certified ACM-free and LBP-free.
b. State which party (Government or contractor) is responsible for any abatement encountered.
- Our records show that facility asbestos abatement was completed in 1993.
CONTRACTOR D
1. Please provide further clarification on the requirement 2.1.2 “Provide redundant support to ensure that failure of a single supporting component does not result in luminaire falling. Ensure luminaires do not move horizontally in any direction more than 1 inch when subjected to force.” As the horizontal movement would imply requirements well beyond the NFPA 70 requiring 2 independent supports on the fixture.
- Comply with NFPA 70 requirements for two independent supports.
2. 2.1.2 requires dimmable drivers and dimming control circuits/dmx dimming. Only a single dimmer was found within the facility located within the conference room which connected to existing recessed can lights that were not included within the scope of work. What is the requirement for dimming capabilities for the various 2x2 lights currently installed on single throw switches?
- Use existing (toggle switch) lighting controls. – Replace like and kind (toggle switch) where existing has failed only.
3. There are nine (9) existing recessed can lights within the conference room, are these lights to be included within this requirement?
- Recessed can lights are not part of this project.
4. Can you please provide a plan that includes the exit signs required for the project?
-We don’t have a plan for exit lights. There are 9 exit lights that will need to be upgraded to LED.
5. 2.2. Surge Protective Device currently calls for SPD’s to be installed on both Panel MDP and Panel A, if an SPD is installed on the main panel, it would subsequently protect the other panels, is it still desired to have an SPD installed to panel A as it is already covered?
-An SPD is required for both panels IAW UFC 3-520-01 2-2.2 Surge Protection Device.
Provide metal oxide varistor (MOV) surge protection devices at panel boards for all lighting panels or all circuits feeding interior lighting systems. For lighting circuits fed from load centers, surge protection devices are not required if surge protection is provided by the upstream panelboard.
6. During the site visit it was observed that existing wiring does not meet current code requirements as the wiring is Romex. Will the wiring for the lighting be required to be replaced with MC cables for compliance to existing codes or exempted?
- Existing wiring to remain.
7. The current drawings do not show any lights to be installed within the boiler room however includes mechanical/boiler room design criteria, should lighting be installed within the boiler room?
- Photometric attachment shows a fixture in the boiler room. Boiler room light to be based on provided requirements, type will be at contractor’s discretion.
CONTRACTOR E
1. Is there any asbestos located in the building?
- Our records show that facility asbestos abatement was completed in 1993.
2. Are we allowed to connect to the existing Romex wiring or does this project require a complete re-wire/does the wiring need to be brought up to code?
- Existing wiring to remain.
3. The existing wire is not correctly tied down. Are we required to properly tie down the existing wiring in the areas that we will be working?
- Existing wiring to remain.
4. Are we only replacing the existing exit signs or are we adding additional signs and/or emergency lighting?
- Replace existing.
5. Are we adding any dimming switches?
- Use existing (toggle switch) lighting controls. – Replace like and kind (toggle switch) where existing has failed only.
6. Are there any occupancy sensors located in any of the rooms?
- No.
7. Is the ceiling plenum rated?
- There are no requirements beyond the SOW where this question should be considered.
CONTRACTOR F
1. Are bonds required and, if so, which (payment/performance and bid also)?
-No
2. How many can lights need to be replaced? What size are they?
- See photometric study attachment for answers. Boiler room light to be based on provided requirements, type will be at contractor’s discretion.
3. Please confirm that the new lights need to be wired with MC cable.
- Existing wiring to remain.
4. Please confirm that the new lights need to be hooked into the ceiling grid and additionally supported by two (or four) wire hangers.
- Comply with NFPA 70 requirements to include two independent supports.
5. How many emergency and exit lights are to be replaced?
- There are nine exit signs. Emergency egress ballasted fixtures are show on the lighting layout attachement.
6. Are exit/emergency lights to be a combination or separate?
- Exit lights are to be replaced with like and kind luminaires.
7. Please confirm the number of dimmers to be replaced.
- None
8. Please confirm that the only light control system involves the dimmers.
- The dimmer and can lights it supplies are not part of this project
9. Do all lights need to have dimmable drivers?
- All 2x2’ fixtures shown must meet the requirements of the SOW.
10. Please provide information about the wattage of existing light fixtures.
- Please refer to the Study Luminaire attachment for reference.
11. Please confirm the desired LED color/temperature.
- 3500 K
CONTRACTOR G
1. Unidentified Can Lighting.
It was observed that at least one room contains recessed (can) lighting that is not shown on the contract drawings and was not included in the original scope of work.
a. Are these fixtures to be replaced?
i. If so, will replacement specifications be provided?
ii. Will updated drawings reflecting these fixtures be issued?
- Recessed can lights are not part of this project.
2. Unidentified Lighting.
It was observed that the light in the mechanical room was not shown on the contract drawings and was not included in the original scope of work.
a. Is this fixture to be replaced or upgraded?
i. If so, will replacement specifications be provided?
ii. Will updated drawings reflecting these fixtures be issued?
- Mech room light to be based on provided requirements, type will be contractor’s discretion.
3. Existing Wiring Method (Romex/NM Cable).
It was observed that portions of the lighting system are wired using NM (Romex) cable. While this may be acceptable per NEC for wood-frame construction, it is not typical for military facilities.
a. Is the existing wiring method acceptable to the Government, or will upgrades be required as part of this project?
- Existing wiring to remain.
4. Fixture Support Requirements.
Per SOW section 2.1.2: Provide redundant support to ensure that failure of a single supporting component does not result in the luminaire falling. Ensure luminaires do not move horizontally in any direction more than 1 inch (25 mm) when subjected to force.
a. Existing fixtures are currently supported only by the ceiling grid.
b. Is the contractor required to install independent support wires (e.g., seismic/support cables) from each fixture to a structure above?
- Comply with NFPA 70 requirements to include two independent supports.
5. Buy American / Material Compliance.
a. Are all fixtures and materials required to be Buy American Act (BAA) compliant?
b. Will applicable FAR clauses (e.g., Buy American requirements) be provided for this project?
-Yes. The Buy American requirements apply to this requirement to the extent fixtures and materials are construction materials incorporated into the building/work. The contractor shall provide domestic construction materials unless an authorized FAR exception applies.
6. Material Disposal and Recycling.
Will certified recycling documentation be required for removed materials, including:
a. Ballast.
b. Emergency battery backup ballasts/drivers.
c. Exit sign batteries.
d. Lamps.
e. Fixtures.
Yes, please provide documentation of recycled material.
7. Bonding Requirements.
a. Will any bonding or bonding-related requirements apply to the scope of work for Building B704?
