About this opportunity

The Department of State is seeking a contractor to provide life and medical insurance services for Local Embassy Staff (LES) at the U.S. Embassy in Riyadh, Saudi Arabia. This solicitation, designated 19SA7026R0004-A001, represents an amendment to the original notice issued on March 17, 2026, and updates pricing and scope requirements for group life insurance and health insurance services. Key contract requirements include providing comprehensive life insurance coverage with accidental death and dismemberment protection, as well as extensive health insurance benefits encompassing hospitalization, emergency services, outpatient care, prescription drugs, dental, vision, and mental health services. The amendment specifies detailed coverage percentages and annual limits for various services, with hospitalization and emergency services covered at 100 percent and outpatient services at a minimum of 90 percent, subject to a SAR 1,000,000 annual maximum limit. Prospective contractors must acknowledge receipt of this amendment prior to submitting their proposals, and the deadline for offer submission is April 23, 2026.

There is no set-aside designation applied to this procurement, and the solicitation does not identify any incumbent contractor. The contract encompasses five contract line items spanning a base year and four option years, with estimated employee populations ranging from 626 employees in the base year (CLIN 6001) to 707 employees in the fourth option year (CLIN 10001), calculated on a bi-weekly rate basis with 26 pay periods annually. The services fall under NAICS Code 524113 (Direct Life Insurance Carriers) and PSC Code G009 (Social—Non-Government Insurance Programs). Specific award values and budget ranges are not disclosed in the amendment notice, though the pricing structure is based on per-employee bi-weekly rates for life insurance coverage and comprehensive health insurance benefits. Performance will take place in Saudi Arabia at the U.S. Embassy in Riyadh, with all other original solicitation terms and conditions remaining unchanged from the March 17, 2026 base solicitation.
