About this opportunity

The Department of State is soliciting proposals for customized Life and Medical Insurance Coverage for locally employed staff at the U.S. Mission to Saudi Arabia, including the Embassy in Riyadh and Consulates General in Jeddah and Dhahran. Offerors may propose for health insurance, life insurance, or both services. Key requirements include providing proof of licensing or certification from the Kingdom of Saudi Arabia to offer health insurance, demonstrating relevant past performance experience, and submitting health insurance plans that meet minimum benefit levels of 100% hospitalization coverage, 90% outpatient services coverage, 80% prescription drug coverage, and an annual maximum reimbursement of SAR 1,000,000 per patient per contract year, along with life insurance providing SAR 352,000 in natural and accidental death coverage with disability provisions. The Government will award a contract to the responsible company submitting the lowest-priced, technically acceptable offer based on initial proposals without discussions, though discussions may be held with companies in the competitive range if necessary. Proposals must be submitted electronically to Riyadhcontracting@state.gov by Thursday, April 23, 2026, at 17:00 Saudi Arabian Time in MS-Word, MS-Excel, or PDF format with a maximum file size of 30MB.

This solicitation includes no set-aside designations and does not identify any current contractors or incumbents. The contract structure is a five-year base contract with four one-year renewal options commencing July 1, 2026, with economic price adjustment provisions allowing annual adjustments after the first twelve months based on experience rating and changes in host country laws. The estimated employee population to be covered includes approximately 626 single employees and 1,589 family plan participants across all three locations. Offerors must submit fixed firm prices for health insurance on a bi-weekly basis per employee category and for life insurance premiums based on estimated payroll, along with completed Standard Form 33, Section B pricing schedules, Section K representations and certifications, and IRS Form W-14. The place of performance is Saudi Arabia, specifically at the Embassy in Riyadh and the Consulates General in Jeddah and Dhahran.
