About this opportunity

The Library of Congress seeks a single-award IDIQ contract for researcher assessment, engagement, and consulting services to support the Collections and Services Group's Strategic Plan, with proposals due September 28, 2026, at 12:00 PM EST. This is an unrestricted, civilian acquisition with no set-aside.

Place of performance is Washington, DC. The contract runs December 1, 2026, through November 30, 2029, with an optional six-month extension through May 30, 2030. The IDIQ has a $3 million ceiling and a $10,000 guaranteed minimum. The NAICS code is 541690, Other Scientific and Technical Consulting Services.

The Initial Order focuses on two sequential phases: a Discovery Phase to assess the Library's current researcher measurement landscape across 16 reading rooms, identify assessment gaps and data silos, and provide recommendations; and an Implementation Preparation Phase to develop templates, processes, and an Implementation Plan to standardize data collection and reporting across all reading rooms by fiscal year 2028. The Library will provide data exports, web analytics, reference transactions, and circulation data; contractors will not require direct system access or background security checks.

Key personnel must include a Project Director and Alternate Project Director with at least three years of demonstrated experience developing and leading survey activities in research libraries or cultural institutions, including expertise in evaluation design, data collection, statistical analysis, and reporting.

Proposals comprise four volumes: technical approach (15-page limit, 12-point font), key personnel resumes (no page limit), past performance questionnaires (up to three references from the past three years), and pricing. Pricing must be fully-loaded hourly labor rates for all three ordering periods and a firm fixed price for travel to Capitol Hill, submitted in Excel format. All overhead and indirect costs must be included in hourly rates. Past Performance Questionnaires must be submitted directly by references to Lianne Carroll and James Robinson no later than September 28 at noon EST. Questions are due September 9, 2026. The predecessor contractor was Ithaka Harbors Inc. under contract LCLGR23D0004. Evaluation uses a best-value trade-off approach weighing technical approach, key personnel qualifications, past performance risk, and price reasonableness. Amendment 0002, effective September 21, 2026, clarified Technical Volume requirements and updated the Questions and Answers attachment.
