About this file
This document is Amendment 0002 to a federal solicitation (030ADV26R0045) issued by the Library of Congress Contracts and Grants Directorate, effective September 21, 2026. The amendment updates the solicitation to answer offeror questions, revise the Questions and Answers attachment (J4) with responses dated September 21, 2026, update the Section J List of Attachments, and add clarifying text to Section L.5 regarding the Technical Volume requirements. The proposal submission deadline remains September 28, 2026, at 12:00 PM Eastern Time, and offeror acknowledgment of this amendment is not extended.
The underlying solicitation is for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to be conducted under FAR 13.5 Simplified Acquisition Procedures on a best value trade-off basis. Proposals must be submitted electronically via email to the Contracting Officer (James Robinson) and Contract Specialist (Lianne Carroll) and include four separate volumes: Technical Volume (limited to 15 pages, excluding cover page and administrative content), Key Personnel Resumes, Past Performance (up to three references from the past three years), and Price Volume. The Technical Volume must detail the offeror's understanding of project scope, technical approach, implementation methodology for the Initial Order SOW (Attachment J1) including research methodologies for Library users, corporate experience within the past three years, and travel requirements. Pricing must include fully-loaded labor rates for all labor categories and a firm fixed price for travel to Capitol Hill; all rates must be all-inclusive of direct, indirect, and other direct costs. Past Performance Questionnaires (Attachment J3) must be submitted directly by references to the Library no later than the solicitation closing date. Questions are due by September 9, 2026, and proposals submitted through any method other than email will not be accepted, with a maximum file size of 20 MB per email submission.

The outline shall include a general description of Offeror’s understanding of the projects under this IDIQ, resources, assumptions, roles and responsibilities. The technical approach must demonstrate an understanding of the range of work contemplated under this IDIQ and describe at a minimum the general processes the offeror will use to accomplish the tasks identified in Section C of this solicitation, including which tasks, if any, will be accomplished by subcontractors. In addition, the Offeror shall submit a plan to implement the requirements of the Initial Order SOW (Attachment J1). The Offeror shall also submit information regarding their corporate experience. This portion of the technical volume shall include, at a minimum, information describing similar work performed by the Offeror within the last 3 years, the outcomes of that work, and other relevant information which may assist the Library in determining if the Offeror possesses sufficient relevant corporate experience to perform this work the work described in Section C of this solicitation.
The Technical Volume response is limited to 15 pages. The cover page, table of contents, acronym list, and cross-reference matrix are excluded from the 15-page limit. Corporate experience is required and falls within the 15-page limit.
Volume 2) Key Personnel Resumes
The offeror shall provide resumes for key personnel and describe the relevant experience of all other proposed staff.

Proposed labor rates and categories for performance of the Initial Order shall match the rates identified in Ordering Period 1 of their IDIQ level pricing spreadsheet. The proposed labor categories for the work to be performed under the Initial Order will include some, but not necessarily all labor categories proposed at the IDIQ level. All labor rates must be inclusive of all direct, indirect, and other direct costs, excluding travel expenses as provided below. This Initial Order pricing spreadsheet shall also include a firm fixed price for all travel expenses to Capitol Hill to attend meetings and perform research. Travel shall not be included in the labor rates or overhead price per labor category. If travel is required on an individual order, it will be separately priced in the Orders only. Travel may be a separate FFP line item or be reimbursable in accordance with the Federal Travel Regulations, depending on the Order.
Any proposed travel prices shall be proposed on the pricing Attachment J2 -Tab 2. Pricing shall be reported on its own line and in accordance with the Federal Travel Regulations. Contractors shall propose the travel they feel will fulfill the requirements.

L.6. Amendments to the Solicitation

All amendments shall be posted to SAM.gov, on the same page where the solicitation is posted. Offeror is responsible for checking the solicitation for updates and amendments. In the event that amendments are issued, offeror is responsible for incorporating any relevant changes resulting from the amendments into their final proposal.
Proposals that do not include the most current information from amendments posted on SAM.gov (for instance, offeror’s price proposal includes an older version of a price schedule) may be determined to be unacceptable at the Library's discretion.
